Further, the peace plan currently being promoted by the Arab League should incorporate the question of Jewish refugees from Arab countries as part of its narrative for an Israeli-Arab peace, just as the Israeli narrative now incorporates the issue of Palestinian refugees in its vision.

I move: That the House continue to support measures which: (a) condemn the brutal massacre of Syrian civilians by government forces in clear violation of earlier commitments; (b) call for an immediate end to the violence, especially the attacks on civilians; (c) support the Joint Special Envoy of the United Nations and Arab League efforts to establish a ceasefire and implement the six-point peace plan; (d) call for unrestricted access to the country for the international media; (e) support the government's decision to expel Syrian diplomats in protest to the latest atrocities in Syria; (f) call on the international community to speak with one voice in clearly and categorically condemning the violence and working to bring about a complete cessation of hostilities; (g) urge the leadership of China and Russia to play an active and decisive role in achieving an effective ceasefire that saves the lives of innocent civilians, as well as negotiating a road map to reforms that respond to the democratic aspirations of the Syrian people; (h) increase Canada's humanitarian aid to refugees and to internally displaced persons fleeing violence in Syria; and finally, (i) stand in solidarity with those who aspire for peace, democratic governance and the protection of human rights.

The EU underlines that a complete cessation of violence by all parties is an essential step in the full implementation of Kofi Annan’s Plan, whose crucial goal is to facilitate a peaceful Syrian-led and inclusive dialogue leading to a political solution that meets the democratic aspirations of the Syrian people on the basis of the relevant resolutions of the UN Security Council, UN General Assembly and League of Arab States.
2. L'UE souligne que l'arrêt total des violences de la part de toutes les parties constitue une étape essentielle dans la mise en œuvre intégrale du plan de Kofi Annan, qui a pour objectif principal de promouvoir un dialogue pacifique, conduit par les Syriens eux-mêmes et ouvert à tous qui doit mener à une solution politique répondant aux aspiration démocratiques de la population syrienne sur la base des résolutions pertinentes du Conseil de sécurité et de l'Assemblée générale des Nations unies, ainsi que de la Ligue des États arabes.

4. Reaffirms the need to relaunch the Middle Eastern peace process; believes that the two sides should abstain from taking measures which jeopardise the negotiating process, particularly the colonisation and annexation of Palestinian territory; stresses its support for a global ceasefire, supports the idea of an international Conference to achieve a regional and definitive settlement of the conflict on the basis of the UN resolutions, taking due account of the existing peace plans and particularly the Arab peace plan;

In this regard, I would like to refer to the initiative of the Beirut peace plan, with a view to bringing Hamas closer to that plan as well, a plan that on other occasions has been called the ‘Arab peace plan’, since I believe that may offer certain possibilities in terms of progressing in that direction.
