The purpose of this Communication is to outline a renewed approach to the substantial means available from the EU budget to serve as a new start for jobs and growth in Greece.

Considers that SMEs in Europe are very dependent on bank financing and that this increases their vulnerability; notes that there are real benefits in new forms of funding through innovative programmes and non-banking routes such as peer-to-peer loans, crowd funding, cooperative business models, microcredit and other tools which can provide vital investment for SMEs in order to create new jobs; considers that new forms of funding could be beneficial for young, dynamic companies that have problems accessing more traditional sources of funding because they are so new; welcomes the fact that the Commission acknowledges the potential of alternative sources of financing for starting up and taking over SMEs and that it is investigating the scope for providing a framework for, and supporting, these approaches; calls on the Commission to investigate how these sources of funding could be further leveraged to help micro-enterprises and SMEs, and to address the needs for regulation, education and research in this field; calls on the Member States, acting in cooperation with the social partners and other stakeholders at regional and local level, to identify strategic sectors suitable for projects with alternative financing, particularly in regions where the conventional economy cannot sufficiently meet specific economic and social needs;
34. considère que, en Europe, les PME sont très dépendantes du financement bancaire et que leur vulnérabilité s'en trouve accrue; observe que les nouvelles formes de financement offrent des avantages réels à la faveur de programmes innovants et de mécanismes non bancaires, tels les prêts entre particuliers, le financement participatif, l'entreprise coopérative, les microcrédits et d'autres outils susceptibles d'apporter aux PME un investissement essentiel en vue de créer de nouveaux emplois; estime que de nouvelles formes de financement pourraient s'avérer utiles aux entreprises jeunes et dynamiques qui éprouvent des difficultés à accéder aux sources plus traditionnelles de financement du fait qu'elles sont nouvelles; se félicite que la Commission reconnaisse le potentiel des nouveaux modèles de financement dans l'optique du lancement et du rachat de PME et examine les possibilités d'encadrement et de soutien de ces mécanismes; invite la Commission à examiner les possibilités d'exploiter davantage ces sources de financement pour aider les micro-entreprises et les PME, et répondre aux besoins de régulation, d'éducation et de recherche dans ce domaine; invite les États membres à recenser, avec les partenaires sociaux et les diverses parties prenantes aux niveaux régional et local, les secteurs stratégiques adaptés aux projets fondés sur un nouveau modèle de financement, notamment dans les régions où l'économie conventionnelle ne peut répondre, de manière suffisante, aux besoins économiques et sociaux spécifiques;

Europe therefore needs another type of policy, not an American-style policy in every respect but one which takes us away from welfare dependency, which gives people the opportunity of a good education suited to the new jobs in the market, which makes it easier to start up new companies, which improves the commercial climate and which ensures that new techniques and ideas are exploited to the full. As Europeans, we can achieve a lot if we are afforded the opportunity.
Nous avons donc besoin d'un autre type de politique - non pas une politique en tous points calquée sur le modèle américain, mais une politique qui consiste à donner aux chômeurs la possibilité de se doter d'une bonne formation, adaptée aux nouveaux emplois, à faciliter la création d'entreprises, à améliorer le climat dans lequel se déroule leur activité, et à utiliser à plein les techniques et les idées nouvelles. Les Européens sont capables de réussir, si on leur donne leur chance.
