8. Takes the view that the US plan to establish an anti-missile system in Europe at this time may hamper international disarmament efforts; expresses concern over Russia’s decision to suspend the observance of its obligations under the Treaty on Conventional Armed Forces in Europe; stresses that both issues affect the security of the peoples of Europe and should therefore not be the subject of purely bilateral discussions between the US and individual European countries; notes in this respect the Bucharest summit declaration issued at the last meeting of the North Atlantic Council, on 3 April 2008, calling for a comprehensive missile defence architecture that would extend coverage to all allied territory; calls on the Council and the Member States to establish a framework designed to include all EU Member States and NATO in the debate on the matter; invites the Council and NATO to evaluate estimated future nuclear threats from certain countries, as well as the danger of a new arms race in Europe, and to propose an adequate multilateral response to them, with the possibility of including the proposed US anti-missile system in the NATO framework;
8. estime que les projets des États-Unis visant à mettre en place un système anti-missiles en Europe à l'heure actuelle pourraient entraver les efforts internationaux en vue d'un désarmement; exprime son inquiétude quant à la décision de la Russie de suspendre le respect de ses obligations au titre du traité sur les forces armées conventionnelles en Europe; souligne que ces deux aspects ont des répercussions sur la sécurité des peuples d'Europe et ne devraient donc pas faire l'objet de discussions purement bilatérales entre les États-Unis et certains pays européens; prend acte à cet égard de la déclaration du sommet de Bucarest publiée lors de la dernière réunion du Conseil de l'Atlantique Nord le 3 avril 2008, qui plaide en faveur d'une architecture globale de défense antimissiles qui couvrirait tous les territoires alliés; invite le Conseil et les États membres à créer un cadre visant à faire participer tous les États membres de l'UE et de l'OTAN aux discussions à ce sujet; invite le Conseil et l'OTAN à évaluer les menaces nucléaires que pourraient représenter certains pays à l'avenir, ainsi que le danger d'une nouvelle course aux armements en Europe, et à proposer une réponse multilatérale face à ces dangers, en prévoyant la possibilité d'inclure le système anti-missiles proposé par les États-Unis dans le cadre de l'OTAN;

34. Expresses its deep concern about the refusals of the former and current Secretaries-General of NATO, Lord Robertson and Jaap de Hoop Scheffer, to appear before the Temporary Committee or with that organisation's rejection of its request for access to the decision taken by the North Atlantic Council on 4 October 2001 concerning the implementation of Article 5 of the North Atlantic Treaty following the attacks on the United States on 11 September 2001; reiterates its request to make the decision public and at least to provide information on its contents, its past and current implementation, whether it still remains into force and whether CIA flights have operated within its framework;
34. est vivement préoccupé par le refus opposé par Lord Robertson et Jaap de Hoop Scheffer, précédent et actuel secrétaires généraux de l'OTAN, de comparaître devant la commission temporaire, et de la réponse négative de cette Organisation à sa demande d'accès à la décision du Conseil de l'Atlantique Nord du 4 octobre 2001 concernant la mise en œuvre de l'article 5 du traité de l'Atlantique Nord comme suite aux attentats du 11 septembre 2001 contre les États-Unis; demande une nouvelle fois que la décision soit rendue publique et que, à tout le moins, des informations soient données sur son contenu, sur son application passée et actuelle, ainsi que sur les questions de savoir si elle est encore en vigueur et si des vols de la CIA ont été effectués dans ce cadre;

- having regard to the decisions on the European security and defence identity (ESDI) adopted at the 1996 Berlin North Atlantic Council and at the Atlantic Alliance Summits held in Madrid (1997) and Washington (1999),

J. regretting, however, the unilateral way in which the question of choosing the new members of NATO was handled, and also the lack of any practical follow-up to date to the resolutions of the Berlin Atlantic Council concerning the establishment of a European defence body under remodelled Atlantic structures,
