BVb. whereas according to the Treaties the promotion of high employment and the guarantee of adequate social protection has to be taken into account in defining and implementing the policies and activities of the EU; whereas building upon existing strategies, a new set of guidelines for Member states, including social and economic benchmarks with minimum standards to be applied to the main pillars of their economies, should be introduced;
BV ter. considérant que, conformément aux traités, la promotion d'un niveau d'emploi élevé et la garantie d'une protection sociale adéquate doivent être prises en compte dans la définition et la mise en œuvre des politiques et actions de l'Union; considérant qu'il convient d'introduire, en s'appuyant sur les stratégies en place, un nouvel ensemble d'orientations pour les États membres, comportant notamment des critères sociaux et économiques assortis de normes minimales à appliquer aux principaux piliers de leurs économies;
