The Latvian Single Development Institution will also act as a financial intermediary by channelling co-funded programmes and projects of international financial institutions, such as the EIB Group, the European Bank for Reconstruction and Development (EBRD), or other national development banks, such as the Kreditanstalt für Wiederaufbau (KfW), in line with State aid rules.

1. EIB financing operations shall be carried out, where appropriate, in cooperation with other European multilateral and Member States' financial institutions (‘European financial institutions’) and international financial institutions, including regional development banks (‘international financial institutions’) in order to maximise synergies, cooperation and efficiency, to develop jointly innovative financial instruments, to ensure prudent and reasonable sharing of risks and coherent investment project and sector conditionality, and in order to minimise possible duplication of costs and unnecessary overlap.

In this regard it is imperative to develop a common set of rules on a complete set of tools for the prevention and resolution of failing banks, to deal in particular with the crisis of large, cross-border or interconnected institutions, and the need to confer additional relevant powers to the Authority should be assessed as well as how banks and savings institutions could prioritise the protection of savers.

(10) Whereas this Directive, by covering collateral security provided in connection with operations of the central banks of the Member States functioning as central banks, including monetary policy operations, assists the European Monetary Institute in its task of promoting the efficiency of cross-border payments with a view to the preparation of the third stage of Economic and Monetary Union and thereby contributes to developing the necessary legal framework in which the future European central bank may develop its policy;
(10) considérant que la présente directive, en étendant son champ d'application aux garanties constituées dans le cadre d'opérations des banques centrales des États membres, opérant en leur qualité de banques centrales, y compris des opérations de politique monétaire, soutient les efforts entrepris par l'Institut monétaire européen pour améliorer l'efficacité des mécanismes de paiements transfrontaliers dans la perspective de la préparation de la troisième phase de l'union économique et monétaire et contribue ainsi à la mise en place du cadre juridique nécessaire dans lequel la future Banque centrale européenne peut mettre en oeuvre sa politique;
