16. The Minister may disclose confidential business information to a person or a government that carries out functions relating to the protection of human health or safety or the environment — in relation to a consumer product — without the consent of the person to whose business or affairs the information relates and without notifying that person if the person to whom or government to which the information may be disclosed agrees in writing to maintain the confidentiality of the information and to use it only for the purpose of carrying out those functions.
16. (2) If the Minister discloses confidential business information under subsection (1), he or she shall, not later than the next business day following the disclosure, notify the person to whose business or affairs the information relates.

We will need to know from both privacy experts and from many other witnesses, particularly, I would hope, patient groups, what they think of that, as well as what they think about disclosing confidential business information to a government or to the following persons without the consent of persons to whose business or affairs the information relates without notifying that person.

(26) By way of derogation from the principle of home country authorisation, supervision and enforcement of obligations in respect of the operation of branches, it is appropriate that the competent authority of the host Member State assume responsibility for enforcing conduct of business rules in relation to business conducted with clients through a branch, since that authority is in greatest proximity to the branch, and is better placed to detect and intervene in respect of infringements of rules governing firm-client transactions.
(26) Par dérogation au principe selon lequel l'État membre d'origine délivre l'agrément, exerce la surveillance et assume le contrôle des obligations prévues aux fins de l'exploitation d'une succursale, il convient de confier à l'autorité compétente de l'État membre d'accueil la responsabilité de contrôler le respect des règles de conduite pour toute opération effectuée par une succursale avec des clients; cette dernière autorité est, en effet, la plus proche de la succursale et, partant, la mieux placée pour détecter et mettre fin aux violations des règles applicables aux transactions entre une entreprise et ses clients.

Can anyone here imagine that a bank or some other financial institution would enter into business relations without ascertaining the identity of his client?

This is not about a client ringing up for a prospectus or something like that: this is entering into business relations.
