Selon le communiqué de presse annonçant la publication de l’étude, effectuée par le Comité directeur sur la Bioéthique (CDBI) suite à la Recommandation 1418 sur la protection des droits de l'homme et de la dignité des malades incurables et des mourants adoptée par l'Assemblée Parlementaire du Conseil de l'Europe en 1999, les résultats du questionnaire sur lequel celle-ci se fonde indiquent “qu’un seul pays, la Belgique, a précisé que son cadre juridique rendait possible l'euthanasie (9 pays n'indiquant pas de réponses spécifiques).

‘Considering the purpose of the Convention on Human Rights and Biomedicine, in particular the principle mentioned in Article 1 aiming to protect the dignity and identity of all human beings, the CDBI is of the opinion that specific binding provisions should be adopted within the Council of Europe to prohibit any intervention seeking to create a human being genetically identical to another human being, whether living or dead’.
« Considérant l’objectif de la Convention concernant les droits de l’homme et la biomédecine, notamment les principes repris à l’article 1, destiné à protéger la dignité et l’identité de tous les êtres humains, le CDBI exprime l’avis que le Conseil de l'Europe devrait adopter des dispositions contraignantes spécifiques afin d’interdire toute intervention destinée à créer un être humain génétiquement identique à un autre être humain, vivant ou mort ».
