The exposure of EU banks towards East European countries increased by 2% between 1997 and 1999; overall flows of direct investment from the EU into CEECs tripled annually between 1992 and 1998 (over EUR 8 billio in 1998); more than 70% of the 1999 bond issues in CEECs were denominated in euro.

There are however several important differences between the two rounds of enlargement. First, while the Southern countries had always been market economies, in the CEECs transition to a market economy only started in the early 1990s. Second, the income gap between the European Union and the candidates is much wider for the CEECs than it was for the Southern countries. Third, there is greater potential for migration with the future enlargement. This is because the income differential with the EU is wider, while at the same time the geographical proximity to the EU is also greater. The last difference concerns the agricultural sector. Its relative importance in the CEECs is similar to that of Greece, Spain and Portugal in the early 1980s, but the productivity differential vis-à-vis the EU is much greater today for the CEECs than it was for the Southern countries in the early 1980s.

To further promote intra-regional cooperation which will contribute to the realisation of the Pact for Stability, the EU will: - launch a new initiative to promote trade in the region. This will include support for the introduction of modern trade legislation where necessary, transfer of European Union know-how in export promotion and marketing, support for spreading European Union norms and technical assistance for the development of export insurance and guarantee schemes; - establish a programme of regional cooperation and "bon voisinage", in accordance with the arrangements agreed by the General Affairs Council on 31 October, to promote multi-annual, multi-country cooperation in land and maritime border regions encompassing European Union-CEEC, CEEC-CEEC and CEEC-CIS countries in areas such as transport, utilities, environment, economic development, human resources and agriculture.

The Presidency concluded the discussion by noting - the importance for the CEEC to participate in the process of information exchanges in view of the progress of the implementation of the White Paper ; - the important role of the private sector in the creation of the Internal Market ; - the practical assistance required by the CEEC for adoption of the acquis communautaire ; - the importance of administrative cooperation to strengthen and deepen the exchange of experience through systemized contacts, e.g. within the framework of the MATTHEUS and KAROLUS programmes ; - the interest of the CEEC to participate in the workings of Advisory Committees involved in internal market legislation ; - the importance attached to the assistance received by the CEECs through the PHARE programme and from TEIAX, in particular through the provision of experts by the Community.

For data protection, a combination of both a voluntary approach and binding regulations is needed at the international level. 5. Central and Eastern Europe Mr Monti presented the state of play in the preparation of the White Paper concerning the approximation of legislation in the area of the internal market by Central and Eastern European Countries (CEECs), stressing that the White Paper: - will address the 6 CEEC countries with which the EU currently has Europe Agreements, but that other CEECs with which Europe Agreements are signed in the future could also refer to it . - sets out a logical sequence of measures to prepare for accession but does not intend to dictate them what they have to do.
5. Europe centrale et orientale M. Monti a précisé où en était la préparation du Livre blanc sur le rapprochement des législations dans le domaine du marché intérieur par les pays d'Europe centrale et orientale (PECO) , en mettant l'accent sur les points suivants: a) le Livre blanc s'adressera aux six PECO déjà liés à l'Union par des accords européens, mais les autres pays qui, à l'avenir, signeront de tels accords, pourront aussi s'y référer; b) ce document propose un calendrier de mesures préparatoires à l'adhésion, mais il ne prétend aucunement dicter leur conduite aux pays concernés.

----------- Attachments - Summary and conclusions of the study by Messrs Nallet and van Stolk - Contribution of agriculture to employment and GDP in the CEEC SUMMARY AND CONCLUSIONS At the end of several months of work we are in a position to propose, as a basis for further reflection by the EU authorities, a series of approaches which could become the broad lines of a policy for the Union in its relations with the CEEC on matters concerning agriculture and food production. Our general conclusions are as follows: 1) The steadily declining situation of agriculture in the CEEC cannot continue without some reaction by the EU.
