Mr. Ian Murray (Lanark—Carleton, Lib.): Mr. Speaker, I have the honour to present the first report of the Standing Committee on Industry concerning its order of reference from the House of Commons of Tuesday, November 2, 1999, in relation to Bill C-4, an act to implement the agreement among the Government of Canada, Governments of Member States of the European Space Agency, the Government of Japan, the Government of the Russian Federation, and the Government of the United States of America concerning co-operation on the civil international space station and to make related amendments to other acts.

(2a) The Resolution "Taking forward the European Space Policy" of 26 September 2008 adopted at the fifth joint and concomitant meeting of the Council of the European Union and of the Council of the European Space Agency at Ministerial Level stressed the need to develop adequate EU instruments and funding schemes, taking into account the specificities of the space sector, the need to strengthen its overall and its industry’s competitiveness and the necessity of a balanced industrial structure; and to allow appropriate long-term Union investment in space-related research and for the operation of sustainable space-based applications for the benefit of the Union and its citizens, in particular by examining all space-related policy consequences within the framework of the next financial perspective.
(2 bis) La résolution "Faire avancer la politique spatiale européenne" du 26 septembre 2008 adoptée à la cinquième session conjointe et concomitante du Conseil de l’Union européenne et du Conseil de l’Agence spatiale européenne au niveau ministériel a souligné qu'il importait d'élaborer des instruments et des mécanismes de financement de l'UE adaptés, en tenant compte des spécificités du secteur spatial ainsi que de la nécessité de renforcer sa compétitivité globale et celle de son industrie et de disposer d'une structure industrielle équilibrée; ainsi que de permettre des investissements de l'Union appropriés à long terme en faveur d'activités de recherche spatiale et de la mise en œuvre d'applications spatiales pérennes au service de l'Union et de ses citoyens, en particulier en examinant toutes les conséquences s'agissant des politiques liées à l'espace dans le cadre des prochaines perspectives financières.

(2) In the Resolution on the European Space Policy of 21 May 2007 adopted at the fourth joint and concomitant meeting of the Council of the European Union and of the Council of the European Space Agency at ministerial level (the "Space Council", established in accordance with Article 8(1) of the Framework Agreement between the European Community and the European Space Agency), the Council recognised the actual and potential contributions by space activities to the Lisbon strategy for growth and employment, in the form of providing enabling technologies and services for the emerging European knowledge society and contributing to European cohesion, and underlined that space is a significant element of the strategy for sustainable development.
(2) Dans la résolution relative à la politique spatiale européenne du 21 mai 2007 adoptée à la quatrième session conjointe et concomitante du Conseil de l’Union européenne et du Conseil de l’Agence spatiale européenne au niveau ministériel (Conseil «Espace»), instituée conformément à l’article 8, paragraphe 1, de l’accord-cadre entre la Communauté européenne et l’Agence spatiale européenne), le Conseil a reconnu les contributions présentes et futures des activités spatiales à la stratégie de Lisbonne pour la croissance et l’emploi par l’apport de technologies et de services pour l’émergence de la société européenne de la connaissance et par leur participation à la cohésion européenne, et souligné que l’espace est un élément important de la stratégie en faveur du développement durable.

The European Space Agency will complete the operational readiness review of this system by March 2008. EGNOS will then be ready for full operation, and an economic operator able to use the EGNOS applications will have to be found before March 2008.

The Council approved the negotiating directives and an ad hoc procedure with a view to the conclusion of a framework agreement between the Community and the European Space Agency (ESA). The agreement would help to promote the development of a European space policy and the complementary role of the ESA as the implementing agency for programmes launched at the initiative of the European Union.
