I would like to repeat, however, that a rather strong impression is created by the fact that the Government of Quebec made no use of any of the funding from the appropriate vehicle for such a vital project, when this government has invested $630 million in the province of Quebec via the Canada-Quebec infrastructure program.

R. whereas South Sudan has not yet acceded to the Cotonou Agreement, with the Government of South Sudan voicing concerns about potential implications for its relations with the Republic of the Sudan; whereas accession to the Cotonou Agreement would not oblige South Sudan to accede immediately to the Rome Statute; whereas this reluctance to accede to the Cotonou Agreement is leading to problems in programming EU aid from 2014 onwards under the 11th European Development Fund, which could potentially result in South Sudan losing out, not only in terms of national allocations, but also with a view to regional funds and substantial European Investment Bank (EIB) resources which would enhance its infrastructure and regional economic integration; whereas by ratifying the Cotonou Agreement, South Sudan could also increase its capacity to attract European private sector investments; whereas the additional financial facilities to which South Sudan could have access following accession to the Cotonou Agreement could equally help with the implementation of the Addis Ababa Agreement;

The partnership and cooperation agreements, the association agreements and other existing or future agreements that establish a relationship with partner countries, corresponding Communications, Council conclusions and European Parliament Resolutions as well as relevant conclusions of ministerial meetings with the partner countries shall constitute the overall policy framework for programming and implementing Union support under this Regulation, actively linked with existing internal instruments and policies of the Union regarding infrastructure, energy, transport, ICT, employment and social policy, migration, education, culture, research and innovation.

Regrets that the Commission proposal to invest in trans-European energy interconnections and broadband infrastructure projects remains in vain because of a lack of agreement within the Council, contrary to the will of the European Council, as expressed in December 2008; considers that the EU budget should be used to contribute in facing the economic crisis by means of the appropriate instruments provided for in the IIA and invites Council to enter into discussions with Parliament as soon as possible; considers that use can be made only of those margins that have been confirmed and not on the basis of estimated needs in future budget years; recalls that the exercise of redeployment could hinder existing policies; considers the mid-term review to be an ultimate and late opportunity for reacting to the economic crisis; points out that the Recovery Plan, if approved, will have a significant impact on the 2009 Budget; reminds the Commission that its proposal is indicative and dependent on the approval of the legislator; requests further details on the development stage of each project to guarantee a speedy implementation as well as an assessment of their effects in the short term on employment and growth of the whole EU economy and asks for concrete figures relating to implementation, particularly in respect of the financial programming; points out that EU spending on energy projects, which under the current EU financial framework must be limited, should focus on projects that can be started swiftly and which help to reach the European Union's 2020 targets on climate change policies, notably energy savings and energy efficiency projects as well as investments in renewable energy networks;
