Considering the specific structural social and economic situation of Mayotte, in particular the fact that the labour market is underdeveloped and the employment rate is low due to its remoteness, insularity, difficult topography and climate, an additional implementation period for Council Directive 2010/18/EU should be provided for in order to ensure that equal treatment in the particular field of parental leave is achieved progressively and in a way that does not destabilise the gradual economic development of Mayotte.

They include: Seniors Network BC; the Seniors Summit, which in its Vancouver declaration stated, “Change the rule that immigrants are not eligible for pensions for 10 years”; the Women Elders in Action is a group of women who have been active on this; Vancouver's city council has made its position very clear; the Alternative Planning Group/Immigrant Seniors Advocacy Network forum in Toronto on May 6, 2006 representing the African Canadian Social Development Council, the Chinese Canadian National Council, the Hispanic Development Council and the Council of Agencies serving South Asians called on the government to be more flexible and accommodating and treat senior immigrants equally by eliminating the 10 year residency requirement through an amendment to the Old Age Security Act; and, finally, the Immigrant Seniors Advocacy Network has also made representation.

Provision should be made for the Council to determine the amount for Community support to rural development under this Regulation for the period from 1 January 2007 to 31 December 2013, its annual breakdown and the minimum amount to be concentrated in regions eligible under the Convergence Objective in accordance with the financial perspective for the period 2007 to 2013 and the Interinstitutional Agreement on budgetary discipline and improvement of the budgetary procedure for the same period.

1. The amount for Community support to rural development under this Regulation for the period from 1 January 2007 to 31 December 2013, its annual breakdown and the minimum amount to be concentrated in regions eligible under the Convergence Objective shall be fixed by the Council, acting by a qualified majority on a proposal from the Commission, in accordance with the financial perspective for the period 2007 to 2013 and the Interinstitutional Agreement on budgetary discipline and improvement of the budgetary procedure for the same period.
