Using a preliminary study carried out by a Canadian institute (CAFSAC) as its justification, the Canadian government claims that it is precisely the activities of the European Community vessels in the NAFO area adjacent to Canadian waters (in particular in area 2J3KL) which are mainly responsible for the difficulties the fishing industry in the Atlantic provinces of Canada is experiencing and for the problems of stock conservation and Canadian fleet overcapacity in its territorial waters.
