Since we talked about the international agreements, and that we must be careful of what we do in the future, I just want to point out to you, and to all members of the committee and the audience, that on February 17 the Cultural Industries Sectoral Advisory Group for International Trade—the Cultural Industries SAGIT, as they're called—released a report called Canadian Culture in a Global World: New Strategies for Culture and Trade, which deals with exactly those concerns that have arisen, which Mr. Tyrell spoke of as well, and how Canada can take a proactive approach when dealing with arts and culture.

RECOMMANDE que les Etats membres, en tenant compte des ressources disponibles et des responsabilités respectives des autorités publiques compétentes, des entreprises et des partenaires sociaux, dans le respect de la diversité des législations et/ou pratiques nationales, orientent leurs politiques de formation professionnelle dans le sens que tout travailleur de la Communauté doit pouvoir avoir accès à la formation professionnelle continue sans aucune forme de discrimination et en bénéficier tout au long de sa vie active ; II. RECOMMANDE, afin que cet accès soit facilité et le plus large possible, que les Etats membres : 1.favorisent la prise de conscience, dans les entreprises, d'une cohérence entre les compétences des travailleurs et la capacité concurrentielle des entreprises pour encourager les entreprises à accorder une priorité au développement de la qualité et des compétences de leur travailleurs et à mettre en place des plans et programmes de formation appropriés à leur taille et à leurs objectifs, en sensibilisant et en informant leurs dirigeants en conséquence. Ces plans et programmes peuvent être établis en prenant en compte notamment les ressources humaines et financières disponibles, l'organisation du travail, les besoins futurs de compétences, la nécessité d'anticiper l'évolution industrielle et technologique, et la dimension transnationale de la formation professionnelle continue; 2.prévoient des mesures incitatives et d'assistance technique spécifiques au bénéfice des petites et moyennes entreprises.

The main points in the communications are as follows: Trade in gas and electricity - proposals for Directives under Article 100a EEC introducing rules for the application of the right of transit between integrated electricity and gas grids in order to increase and liberalize trade; - establishment by the Commission of two Advisory Committees (made up of representatives of the Member States and industrial parties concerned) for each of the two sectors to discuss further the possible implementation of the principle of third party access to grid systems, an advanced stage in the liberalization of trade in electricity and gas.

This past February the members of the cultural industries sectoral advisory committee on international trade submitted their paper Canadian Culture in a Global World: New Strategies for Culture and Trade, acknowledging that Canada has always been at the forefront of international efforts to liberalize global markets.
