RECOGNIZING the advances in the Central American economic integration process, such as for example, the efforts towards a prompt establishment of a Central American Customs Union, the entry into effect of the Trade Dispute Settlement Mechanism, the signing of the Central American Treaty on Investment and Trade in Services; as well as the need to deepen the process of regional integration, regional trade liberalization and economic reform within the Central American region;

Where any product originating in a Central American country is being imported in such increased quantities and under such conditions as to cause or threaten to cause serious deterioration in the economic situation of one or several of the Union's outermost regions, as referred to in Article 349 TFEU, a safeguard measure may be imposed, in accordance with this Chapter.

take carefully into account the fact that the joint EU-Central American assessment of Central America's economic integration highlights a number of important practical conclusions to be drawn at the operational level (as regards the institutional framework, economic integration, the customs union, technical barriers to trade, the rules on sanitary and phytosanitary measures, regional liberalisation of services and investment, public procurement, intellectual property rights and the geographic information system, competition, and the trade defence instrument) so as to strengthen, develop, and complete the Central American customs union and the common internal market, which are essential in order to negotiate and establish a genuine FTA encompassing the two regions;
de tenir dûment compte du fait que l'évaluation conjointe UE–Amérique centrale sur l'intégration économique régionale de l'Amérique centrale met en évidence un certain nombre de conclusions importantes relatives à des aspects concrets (en ce qui concerne le cadre institutionnel de l'intégration économique, l'union douanière, les entraves techniques au commerce, les normes en matière sanitaire et phytosanitaire, la libéralisation régionale des services et des investissements, les marchés publics, les droits de propriété intellectuelle et le système d'information géographique, la concurrence et l'instrument de défense commerciale) afin de renforcer, de développer et d'achever l'union douanière centraméricaine et le marché commun intérieur, qui sont essentiels pour les négociations et l'instauration d'une véritable ZLE entre les deux régions;

13. to take carefully into account that the joint EU-Central American assessment of Central America’s economic integration highlights a number of important specific conclusions to be drawn at the operational level (as regards the institutional framework for economic integration, the customs union, technical barriers to trade, the rules on sanitary and phytosanitary (SPS) measures, regional liberalisation of services and investment, public procurement, intellectual property rights and the geographic information system (GIS), competition, and the trade defence instrument) so as to strengthen, develop, and complete the Central American customs union and the common internal market, which are essential in order to negotiate and implement a genuine FTA encompassing the two regions;

The Agreement does not affect the powers of the Member States of the European Union to undertake bilateral activities with the Central American countries in the field of economic cooperation.
