In its Communication of 10 October 2007 entitled ‘An Integrated Maritime Policy for the European Union’, the Commission outlined that such a policy is based on the clear recognition that all matters relating to Europe's oceans and seas are interlinked, and that sea-related policies must develop in a joined-up way if they are to achieve the desired results.

According to the Communication integration policy should be based on two fundamental underlying principles: First of all that the principle of subsidiarity prevails clearly demonstrating that the primary responsibility for the elaboration and implementation of integration policies lies with the Member States, and secondly, the holistic approach which will ensure integration of immigrants into all aspects of society and which requires that a two-way approach - implying that the responsibility for integration lies both with the receiving society as well as with the arriving immigrant - is applied.

The Commission's policy regarding clearing and settlement will therefore focuses on (a) the liberalisation and integration of existing Securities Clearing and Settlement Systems, (b) the application of competition policy, (c) the adoption of a common regulatory and supervisory framework including the question of definitions, and (d) the adoption of appropriate governance arrangements.

This synthesis complements the Communication on immigration, integration and employment by being a fact-finding survey on integration policies in Member States and provides clear evidence that there is scope for re-inforcing policy co-ordination in the field of integration.
