The Commission’s Co-ordination Committee for the 3 pre-accession instruments, set at Directors level, has not officially convened during 2005, although several meetings have taken place notably in view of creation of the new Instrument for Pre-Accession (IPA) and its relevant components[3] A General Assistance Document, through which the Commission informed the Phare Management Committee of the co-ordination of pre-accession aid in 2005 and planned assistance for 2006, was presented to Member States at the Phare Management Committee on 19 May 2005.
Le comité de coordination de la Commission pour les trois instruments de préadhésion, au niveau des directeurs, ne s'est pas officiellement réuni en 2005, bien que plusieurs réunions aient eu lieu notamment en vue de la création du nouvel instrument de préadhésion (IPA) et de ses composantes[3]. Un document d'assistance générale par lequel la Commission a informé le comité de gestion de PHARE de la coordination de l'aide de préadhésion en 2005 et de l'aide prévue pour 2006 a été présenté aux États membres lors de la réunion du comité de gestion de PHARE du 19 mai 2005.

Expresses concern about the poverty and lack of basic services in the Polisario Front-administered refugee camps near Tindouf, particularly with regard to nutrition, healthcare and access to potable water; welcomes the humanitarian assistance provided by the EU through ECHO to the refugees concerned; calls, nevertheless, for international actors to channel, co-ordinate and consolidate aid more effectively and, where appropriate, to increase the amount of aid in order to guarantee the stability of the humanitarian situation and help improve the conditions in the camps; echoes the recommendations of the UNSR on adequate housing that sufficient international funding be directed at the provision of housing; notes, nevertheless, the functioning systems of governance in the camps and welcomes the active presence of civil society, with the strong participation of women within both; welcomes, furthermore, the social emphasis on education, in spite of scarce resources; notes, however, the lack of clear documentation about the precise number of inhabitants in the camps; calls upon the Polisario authorities, with the assistance of Algeria where appropriate, to conduct or facilitate regular censuses or formal registrations;

17. Calls for immediate humanitarian assistance for all those in need in Syria, with special regard to the wounded, refugees, internally displaced persons, women and children; commends the efforts of the International Committee of the Red Cross and the UNRWA in this regard; demands that the Assad government allow humanitarian organisations full access to the country; stresses the need to increase cooperation among the various actors operating on the ground, such as local authorities, international organisations and NGOs, including cooperation at the border; considers that assistance protocols and monitoring at the border would bring added value;
17. demande qu'une aide humanitaire soit apportée immédiatement à tous ceux qui en ont besoin en Syrie, concentrée en particulier sur les blessés, les réfugiés, les personnes déplacées, les femmes et les enfants; salue, à cet égard, les efforts déployés par le Comité international de la Croix rouge et l'UNRWA; invite le gouvernement Assad à accorder aux organisations humanitaires un accès sans entraves au pays; souligne la nécessité de renforcer la coopération entre les différents acteurs opérant sur le terrain, tels que les autorités locales, les organisations internationales et les ONG, notamment la coopération aux frontières; estime que les protocoles d'assistance et la surveillance des frontières apporteraient une valeur ajoutée;

The Commission shall verify at regular intervals, in consultation with the Political and Security Committee (PSC) and with the Economic and Financial Committee and in co-ordination with the IMF, that economic policies in the Former Yugoslav Republic of Macedonia are in accordance with the objectives of this macro-financial assistance and that its conditions are being fulfilled.
2. La Commission vérifie périodiquement, en concertation avec le Comité politique et de sécurité (COPS) et le Comité économique et financier, et en coordination avec le FMI, que les politiques économiques de l'ancienne République yougoslave de Macédoine sont conformes aux objectifs de l'aide macrofinancière et que les conditions dont celle-ci est assortie sont remplies.

5. Calls on the Commission and the Member States to support the UNHCR in ensuring a coherent co-ordination framework for the provision of refugee assistance and protection, and calls on the Commission to give due recognition to the UNHCR's co-ordinating role in its contractual arrangements with its partners; therefore asks the Commission to make available additional financial means to the UNHCR;
5. invite la Commission et les États membres à aider le HCR à mettre en place un cadre cohérent de coordination en matière d'assistance et de protection des réfugiés, demande à la Commission de reconnaître à sa juste valeur le rôle de coordination joué par le HCR dans les arrangements contractuels avec ses partenaires, et fait donc appel à la Commission pour qu'elle mette des moyens financiers supplémentaires à la disposition du HCR;
