Welcomes the appointment of the EUSR for the Sahel, and the strong human rights element in his mandate; expects the new EUSR to cooperate closely with the EUSR for Human Rights, the Office of the Prosecutor of the ICC, the Office of the High Commissioner for Human Rights (OHCHR), and the human rights defenders and observers in the region; in promoting respect for human rights and international humanitarian law; calls for appropriate coordination between the EUSR for the Sahel with the EUSR for the Southern Mediterranean in particular, and with the EUSR for the Horn of Africa as well, given that crises in Africa bear strong regional implications, and they tend to have a spill-over effect and bear geostrategic considerations; urges the EU, in this connection, to invest itself in effectively coordinating all EU endeavours in Africa, especially crisis management and post-conflict efforts and, calls, therefore, on the VP/HR to ensure such coordination;

18. Welcomes the decision of 12 December 2011 by the Foreign Affairs Council to establish a regional maritime capacity-building initiative, known as EUCAP Nestor, in order to strengthen the maritime and judicial capabilities and training of coastal police forces and judges, in consultation with and with the consent of the local communities in five countries in the Horn of Africa and the western Indian Ocean; calls on all Member States to staff the new mission without delay with competent civilian and military personnel; calls for close coordination with other initiatives, including the EU’s MARSIC project, under the Critical Maritime Routes Programme sponsored by the Instrument for Stability and the regional Maritime Security Programme (MASE), initiated by the countries of the Eastern and Southern Africa and Indian Ocean region and supported by the EU, and aimed at tackling piracy on land and enhancing judicial capacities to arrest, transfer, detain and prosecute piracy suspects; believes that only by enhancing the coastal security capabilities of the riparian countries, addressing the root causes of piracy on land and encouraging adherence to the BMP4 Best Management Practices for shipping and improved standards for the maritime security industry, will the international community be able to achieve the wider goal of stability and security for the region and therefore reduce the need for naval patrols in the area;
18. se félicite de la décision du Conseil «Affaires étrangères» du 12 décembre 2011 portant sur le lancement d'une initiative de développement des capacités maritimes régionales, baptisée «EUCAP Nestor», en vue d'accroître les capacités maritimes et judiciaires ainsi que la formation, en concertation avec les communautés locales et avec leur consentement, d'une police côtière et de juges dans cinq pays de la Corne de l'Afrique et de l'Ouest de l'océan Indien; invite tous les États membres à fournir sans retard des effectifs civils et militaires compétents à cette nouvelle mission; en appelle à une coopération étroite avec d'autres initiatives, dont le projet Marsic conçu par l'Union européenne, dans le cadre du programme sur les voies maritimes importantes financé au titre de l'instrument de stabilité et du programme régional de sécurité maritime (MASE) lancé par les pays d'Afrique orientale et méridionale et de l'océan Indien, soutenu par l'Union européenne et visant à combattre la piraterie à terre et à renforcer les capacités judiciaires permettant d'arrêter, de transférer, de détenir et de poursuivre les personnes soupçonnées de piraterie; est convaincu que ce n'est qu'en renforçant les capacités de sécurité côtière des pays riverains, en combattant à terre les causes profondes de la piraterie et en encourageant l'adhésion aux bonnes pratiques de gestion BMP4 pour le transport maritime et une amélioration des normes pour le secteur de la sécurité maritime que la communauté internationale pourra atteindre l'objectif général de stabilité et de sécurité dans la région, et donc réduire ses patrouilles navales dans la zone;

Welcomes the appointment of the European Union Special Representative (EUSR) for the Horn of Africa, as called for by Parliament in its aforementioned resolution of 10 May 2007 on the Horn of Africa; urges the HR/VP and the Commission to actively support the work of the EUSR by ensuring adequate financial and human resources and direct access to CSDP structures and missions, as well as to Commission development and humanitarian aid policy structures and programmes; recalls that in its resolution the European Parliament asked the EUSR for the Horn of Africa to submit regular reports to Parliament; welcomes, in this regard, the EUSR’s regular reports to Parliament, and invites him to continue the dialogue and exchanges of views with its Members on a regular basis; also welcomes the appointment of a EUSR for Sudan and South Sudan; believes that with a view to securing full consultation and coordination of action, the two Special Representatives should be consulted on a regular basis by the competent programming services for the financial instruments for the external action of the EU and should provide them with regular political and strategic advice; points out the value of regular dialogue and coordination between the two EUSRs and the heads of the EU delegations in the region;
3. salue la nomination d'un représentant spécial de l'Union européenne (RSUE) pour la Corne de l'Afrique, comme il l'avait préconisé dans sa résolution précitée du 10 mai 2007; prie instamment la vice-présidente de la Commission / haute représentante de l'Union pour les affaires étrangères et la politique de sécurité (VP/HR) et la Commission de soutenir activement le travail du RSUE en lui accordant des moyens financiers et humains adéquats ainsi qu'un accès direct aux structures et missions de la politique de sécurité et de défense commune (PSDC) et aux structures et programmes de la Commission pour la politique de développement et d'aide humanitaire; rappelle qu'il a, dans sa résolution, demandé au RSUE pour la Corne de l'Afrique de lui présenter des rapports réguliers; se réjouit à cet égard des rapports réguliers que lui soumet le RSUE et l'invite à poursuivre le dialogue et des échanges de vues suivis avec les députés; se félicite également de la nomination d'un RSUE pour le Soudan et le Soudan du Sud; estime qu'en vue d'assurer pleinement la consultation et la coordination de l'action entreprise, les deux représentants spéciaux doivent être régulièrement consultés par les services de programmation compétents pour les instruments financiers de l'action extérieure de l'Union et leur prodiguer des conseils politiques et stratégiques périodiques; insiste sur l'importance d'une coordination et d'un dialogue réguliers entre les deux RSUE et les chefs des délégations de l'Union dans la région;
