Where none of the airports in a Member State reaches the threshold of 50 000 commercial air transport movements per year, performance targets shall apply as a minimum to the airport with the highest commercial air transport movements.

Without prejudice to the application of the principles referred to in Articles 14 and 15 of the service provision Regulation, Member States may decide not to calculate terminal charges as stipulated in Article 11 of this Regulation and not to set terminal unit rates as referred to in Article 13 of this Regulation in respect of air navigation services provided at aerodromes with less than 150 000 commercial air transport movements per year, regardless of the maximum take-off mass and the number of passenger seats, movements being counted as the sum of take-offs and landings and calculated as an average over the previous three years.
6. Sans préjudice de l’application des principes visés aux articles 14 et 15 du règlement sur la fourniture de services, les États membres peuvent décider de ne pas calculer les redevances pour services terminaux comme le prévoit l’article 11 du présent règlement et de ne pas fixer de taux unitaires pour services terminaux au sens de l’article 13 du présent règlement en ce qui concerne les services de navigation aérienne fournis sur les aérodromes où ont lieu moins de 150 000 mouvements de transport aérien commerciaux par an (c’est-à-dire l’ensemble des décollages et des atterrissages), quels que soient la masse maximale au décollage et le nombre de sièges d’aéronefs utilisés, le nombre de mouvements étant calculé comme la moyenne au cours des trois années antérieures.
