This component is a follow-up of the technical assistance programmes of the Preparatory Commission and will extend the technical assistance to other countries in Latin America and the Caribbean, and to two other regions (Eastern Europe and South-East Asia, the Pacific and the Far East).

2. As announced in the December 2002 communication (COM(2002)703), the Commission is now proposing that a financial and technical assistance programme be established in the area of migration and asylum for the period 2004-2008, with a financial reference amount of EUR 250 m. It would be a multiannual programme for cooperation with third countries with targeted measures complementing existing measures in the same areas which are funded under other cooperation and development instruments.

As for technical assistance for the developing countries, the Commission, together with the Council and, at the appropriate time, Parliament, will have to rethink the way the Union both when it is acting as such and when it is acting through the Member States, is handling the technical assistance programmes for the developing countries in the field of trade.
