LIFE+ replaces existing financial programmes (the LIFE programme, the cooperation programme to promote sustainable urban development, the Programme promoting non-governmental organisations and Forest Focus), grouping them under a single set of rules and decision-making procedures and allowing for more consistent targeting, thereby making the Community's work more effective.
LIFE+ remplace plusieurs programmes financiers existants (le programme LIFE, le programme de coopération favorisant le développement durable en milieu urbain, le programme pour la promotion des organisations non gouvernementales et Forest Focus) afin de les réunir sous un ensemble unique de règles et de procédures décisionnelles et de permettre un ciblage plus cohérent et donc une efficacité accrue de l'action communautaire.

3a. Within one year from the entry into force of this Regulation, after consultation of EUEB and in accordance with the objectives and principles set out in Article 1, the Commission shall prepare and publish a three-year Community Ecolabel working plan setting objectives as well as a non-exhaustive list of product groups which will be considered as priorities for Community action.

Notwithstanding paragraph 2, where a Community-scale group of undertakings within the meaning of Article 2(1)(c) comprises one or more undertakings or groups of undertakings which are Community-scale undertakings or Community-scale groups of undertakings within the meaning of Article 2(1)(a) or (c), a European Works Council shall be established at the level of the group unless the agreements referred to in Article 6 provide otherwise.

The responsibility of undertakings or groups of undertakings in the transmission of the information required to commence negotiations must be specified in a way that enables employees to determine whether the undertaking or group of undertakings where they work is a Community-scale undertaking or group of undertakings and to make the necessary contacts to draw up a request to commence negotiations.
La responsabilité d’une entreprise ou d’un groupe d’entreprises dans la transmission des informations nécessaires à l’ouverture de négociations doit être précisée de manière à permettre aux travailleurs de déterminer si l’entreprise ou le groupe d’entreprises où ils travaillent est de dimension communautaire et de prendre les contacts nécessaires à la formulation d’une demande d’ouverture des négociations.

We see this making people more and more insecure, and we see radical groups like ‘Attac’, among others, using the funding they receive from the Community to work against the Community’s interests by misinforming and frightening people.
