In its Communication to the Council and the European Parliament on a Community Strategy Concerning Mercury the Commission outlined that it is necessary to reduce mercury levels in the environment and human exposure and proposed as objectives, among others, the reduction of entry into circulation of mercury in society by cutting supply and demand, the reduction of mercury emissions and the protection against mercury emissions.
Dans sa communication au Conseil et au Parlement européen sur la «Stratégie communautaire sur le mercure» , la Commission a expliqué qu’il était nécessaire de réduire les concentrations de mercure dans l’environnement ainsi que l’exposition des êtres humains et proposé, entre autres objectifs, de réduire la mise en circulation du mercure dans le grand public en jugulant l’offre et la demande, de réduire les émissions de mercure et de prévenir l’exposition à ce type d’émissions.

The strategy was reviewed in 2010 in the Communication from the Commission to the European Parliament and the Council on the review of the community strategy concerning mercury , in which the Commission acknowledged that work will continue on the extension of the existing marketing restrictions for certain measuring devices containing mercury to additional devices used in the healthcare sector, in particular sphygmomanometers and for other professional and industrial uses.
Cette stratégie a été revue, en 2010, dans la communication de la Commission au Parlement européen et au Conseil relative au réexamen de la stratégie communautaire sur le mercure , dans laquelle la Commission a fait part de son intention d’étendre les restrictions actuelles concernant la commercialisation de certains appareils de mesure contenant du mercure à d’autres dispositifs utilisés dans le secteur des soins de santé, notamment les sphygmomanomètres, ou destinés à d’autres usages professionnels et industriels.

In accordance to the European strategy concerning mercury (12), measures have been taken in order to reduce mercury exposure, specifically in the areas generating major exposure.
Conformément à la stratégie européenne sur le mercure (12), des mesures ont été prises en vue de réduire l’exposition à cette substance, notamment dans les domaines de forte exposition.

The strategy also makes provision for regular communication of additional information concerning mercury in food.
La stratégie prévoit également la communication régulière des informations supplémentaires sur le mercure dans les aliments.

The visibility of the IPA assistance programmes and their impact on the citizens of the beneficiary countries is essential to ensure public awareness of EU action and to create a consistent image of the measures concerned in all beneficiary countries, in line with the action plan of the Commission ’Communicating Europe’, the white paper of the Commission on a European communication policy and the enlargement communication strategy for 2005 to 2009.
La visibilité des programmes d'aide IAP et de leur incidence sur les citoyens des pays bénéficiaires est essentielle pour sensibiliser le grand public à l'action de l'Union et créer une image cohérente des mesures concernées dans tous les pays bénéficiaires, conformément au plan d'action de la Commission relatif à l'amélioration de la communication sur l'Europe, au livre blanc de la Commission sur une politique européenne de communication et à la stratégie de communication sur l'élargissement pour la période 2005-2009.

(26) Since the objectives of the proposed programme, which concern the implementation of the Community strategy in the fields of energy contributing to sustainable development, cannot be sufficiently achieved by the Member States acting individually since a promotion campaign and exchanges are required, based on close cooperation on a European scale between the various players at national, regional and local level, and can therefore be better achieved at Community level, the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(26) Étant donné que les objectifs du programme envisagé, qui concerne la mise en oeuvre de la stratégie communautaire dans les domaines de l'énergie contribuant au développement durable, ne peuvent pas être réalisés de manière suffisante par les États membres, car cette mise en oeuvre implique une action de promotion et des échanges sur la base d'une étroite coopération à l'échelle européenne entre les différents acteurs aux niveaux, national, régional et local, et peuvent donc être mieux réalisés au niveau communautaire, la Communauté peut prendre des mesures, conformément au principe de subsidiarité consacré à l'article 5 du traité.
