Other activities undertaken as part of the Community Programme on Social Inclusion, funded by a budget of EUR 75 million for the period 2002 to 2006 include the exchange of experience between countries (64 projects supported in the first phase and almost 30 in the second) and studies on specific issues, all of which should strengthen cooperation, increase common understanding and stimulate new approaches.

In addition to proposing a support fund for social enterprises as part of the Programme for Social Change and Innovation starting in 2014, the Commission has also proposed a regulation[75] setting out a European Social Entrepreneurship Fund label to help investors easily identify funds that support European social businesses and access key information about the social entrepreneurship funds.

In line with the Commission Communication of 29 June 2011 entitled 'A budget for Europe 2020', which recommends rationalising and simplifying the Union's funding instruments and sharpening their focus both on Union added value and on impacts and results, this Regulation establishes a European Union Programme for Employment and Social Innovation ('the Programme') to provide for the continuation and development of activities carried out on the basis of Decision No 1672/2006/EC of the European Parliament and of the Council , Regulation (EU) No 492/2011 of the European Parliament and of the Council , Commission Implementing Decision 2012/733/EU and Decision No 283/2010/EU of the European Parliament and of the Council that established a European Progress Microfinance Facility for employment and social inclusion ('the Facility').

The EESC reiterates its support for promoting social innovation, in particular in the context of European funding programmes such as the Structural Funds or the Programme for Social Change and Innovation, as a means of facilitating additional support for capacity building for social enterprise funding (4).
