Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress in both regional cooperation and closer relations with the EU, and urges Serbia to continue to build on its good-neighbourly relations; calls on Serbia to promote good-neighbourly relations and the peaceful settlement of disputes, which includes promoting a climate of tolerance and condemning all forms of hate speech or war-time rhetoric and refraining from gestures such as publicly welcoming the return of individuals convicted of war crimes; notes that outstanding disputes and issues, in particular issues of border demarcation, succession, return of cultural goods and disclosure of Yugoslavian archives should be resolved in line with international law and established principles, including through implementation of legally binding agreements, inter alia the agreement on succession issues, and that bilateral disputes should be addressed in the early stages of the accession process in accordance with international law; highlights Serbia’s constructive role in the framework of the ‘Berlin Process’ and the Western Balkan Six initiative and its connectivity agenda; welcomes other initiatives focused on the future of the Western Balkans, in particular the Brdo Process, which proves to be an important framework for cooperation in both political and technical fields, and takes the view that concrete cooperation in areas of mutual interest can contribute to the stabilisation of the Western Balkans; welcomes, in this respect, the first Serbia – Bosnia and Herzegovina joint ministerial meeting, which took place on 4 November 2015 in Sarajevo; calls on Serbia to further promote the stabilisation and institutional strengthening of Bosnia and Herzegovina through its existing contacts and good-neighbourly relations with the country; reiterates its call on the Serbian authorities to initiate further measures for cross-borde ...

Notes the improvement of road transport and mobility infrastructure, in particular with regard to motorways, as well as the recent adoption of the 2015 IPA II package, which includes Kosovo’s major railway infrastructure project; regrets, however, the high construction costs; hopes that the recent loan agreement signed between Kosovo and the European Investment Bank for the modernisation of the Kosovo part of the European Rail Route 10 network can give a boost to a comprehensive plan for improving public transport and upgrading railway infrastructure; calls on the Kosovo authorities – bearing in mind that the Commission has made the connectivity agenda one of its highest priorities and regards it as the key factor for the region’s economic development – to ensure the full and swift implementation of the technical standards and soft measures in the transport field which were agreed during the 2015 Western Balkans Summit in Vienna;

16. Stresses that if the EU is to be home to the digital revolution and regain its global leadership, we need ambitious, forward-looking targets for 2020; believes that a revised forward-looking digital agenda target for 2020 should be to connect all EU households with broadband connections delivering 100 megabits/second, with 50 % of households subscribing to 1 gigabit/second or more; takes note that the Committee on Industry, Research and Energy has already indicated its support for such ambitious targets in its report on guidelines for trans-European telecommunications networks and the repeal of Decision No 1336/97/EC;

Stresses that internet services are offered on a crossborder scale, and that, accordingly, they require concerted action in line with the Digital Agenda for Europe; points out that a European market with nearly 500 million people connected to high-speed broadband would act as a spearhead for the development of the internal market; stresses the need to connect the digital agenda with the provision of new services such as e-trade, e-health, e-learning, e-banking and e-government services;
87. souligne que les services de l'internet sont fournis à l'échelle transfrontalière et que, par conséquent, ils requièrent une action concertée conformément à la stratégie numérique pour l'Europe; fait observer qu'un marché européen où pratiquement 500 millions de personnes seraient équipées d'une connexion à large bande et à haut débit servirait de fer de lance au développement du marché intérieur; souligne la nécessité de relier l'agenda numérique à la fourniture de nouveaux services, comme le commerce en ligne, les services de santé en ligne, la formation en ligne, les services bancaires en ligne et les services d'administration en ligne;

Calls on the Member States to strengthen and facilitate the development of information and communications infrastructures, since, while all Member States have a national broadband strategy, only a few have a fully-fledged operational plan which includes the targets required to fully realise the flagship initiative for a digital agenda for Europe as laid down in the Europe 2020 strategy; welcomes the new ‘Connecting Europe Facility’ initiative, since it will be crucial for the effective implementation of the Digital Agenda for Europe targets set for 2020 promising broadband access for all, and the intermediate objective of every EU citizen having access to a basic internet connection by 2013;
86. invite les États membres à renforcer et à faciliter le développement des infrastructures d'information et de communication car, si tous les États membres ont une stratégie nationale en matière de haut débit, seuls peu d'entre eux disposent de programmes opérationnels proprement dits reprenant les objectifs nécessaires à la réalisation intégrale de l'initiative phare de la stratégie numérique pour l'Europe prévue par la stratégie Europe 2020; salue la nouvelle initiative «mécanisme pour l'interconnexion en Europe», étant donné qu'elle sera essentielle pour la mise en œuvre efficace des objectifs de la stratégie numérique pour l'Europe fixés pour 2020, promettant un accès à haut débit pour tous, ainsi que de l'objectif intermédiaire relatif à l'accès de chaque citoyen européen à un raccordement de base au réseau d'ici à 2013;
