In order to improve the coordination and consistency of scientific advice, therefore, the Commission has: * organized additional conferences (two on BSE and one major conference on hormones last year); * set up an ad hoc multidisciplinary committee; unfortunately, the opinions delivered by this committee so far have not lived up to our expectations. Specifically on the question of genetically modified maize, the three scientific committees concerned have also adopted a promising new approach involving all three holding a joint hearing of external experts. Our present scientific committees bring together individual specialists with a wide spectrum of knowledge and are quite up to the task of providing sound recommendations. However, we also need to examine whether our model is capable of meeting the ever-changing demands of today, and whether and how we can improve on it. Indeed, this is something we should be doing at regular intervals. Let me list a few of the issues raised: - Are our committees independent enough of the interests of Member States and of lobbyists?
La Commission, soucieuse, notamment, d'améliorer la coordination et la cohérence de ce travail scientifique, a pris un certain nombre de mesures: * Organisation de conférences supplémentaires (les deux conférences consacrées à l'ESB et la grande conférence sur les hormones l'année précédente; * Institution d'un comité pluridisciplinaire, mais dont les avis rendus jusqu'à ce jour ne nous ont malheureusement pas entièrement satisfaits. * Dans le cas du maïs génétiquement modifié, les trois comités scientifiques concernés ont choisi une nouvelle approche, plus prometteuse, qui a consisté à organiser en commun une audition publique d'experts extérieurs. Nos comités scientifiques regroupent les expertises de nombreux spécialistes et sont en principe capables de nous fournir des recommandations fiables. Il faudrait cependant vérifier - comme nous devrions de toute façon le faire à intervalles réguliers - si ce modèle répond aux exigences actuelles, elles- mêmes en perpétuelle évolution, et s'il requiert des améliorations, qu'il faudrait préciser dans l'affirmative. Parmi les questions qui viennent à l'esprit, figurent notamment celles-ci: - Nos comités sont-ils suffisamment indépendants vis-à-vis des intérêts des Etats membres et des groupes de pression ?
