Definition: In typical mild, moderate, or severe depressive episodes, the patient suffers from lowering of mood, reduction of energy, and decrease in activity. Capacity for enjoyment, interest, and concentration is reduced, and marked tiredness after even minimum effort is common. Sleep is usually disturbed and appetite diminished. Self-esteem and self-confidence are almost always reduced and, even in the mild form, some ideas of guilt or worthlessness are often present. 11. Recalls that Protocol 29 to the Treaties recognises that the system of public broadcasting in the Member States is directly related to the democratic, social and cultural needs of each society and to the need to preserve media pluralism; consequently foresees that Member States can fund public service broadcasting only insofar as this is provided for the fulfilment of the public service remit, and without affecting trading conditions and competition in the Union to an extent which would be contrary to the common interest;

Article 107(3)(c) of the Treaty provides that ‘aid to facilitate the development of certain economic activities or of certain economic areas, where such aid does not adversely affect trading conditions to an extent contrary to the common interest’ may be considered to be compatible with the internal market. According to the Court of Justice, ‘[t]he exemption in Article (107)(3)(c) [.] permits the development of certain areas without being restricted by the economic conditions laid down in Article (107)(3)(a), provided such aid “does not adversely affect trading conditions to an extent contrary to the common interest” ’.

According to the case-law, the Commission may declare State aid compatible with the internal market if the aid contributes to the attainment of an objective of common interest (31), is necessary for the attainment of that objective (32), and does not adversely affect trading conditions to an extent contrary to the common interest (proportionality).
