By the same token, the Commission feels that the Union must sign the European Convention on Human Rights, and that this is not a decision that can be taken by the Convention working on the Charter of Fundamental Rights. It must be taken by the European Council, when it decides on the legal force of the charter.

The Swedish Presidency in the first half of 2001 saw the completion of the strategic debate in the Council on the revision of the Dublin Convention, prompted by the working paper produced by the Commission departments entitled "Revisiting the Dublin Convention: developing Community legislation for determining which Member State is responsible for considering an application for asylum submitted in one of the Member States". [6] At the same time, the Commission completed the evaluation of the working of the Dublin Convention which the Council had asked it to undertake.
