IN-CONTEXT TRANSLATIONS

I'm honoured to have the opportunity to tell you about the Government of Ontario's experience with IT shared services. Please note that I am here in my capacity as the corporate chief information officer for the Province of Ontario.

3. in light of the above, to simplify the command structure of the EEAS and enhance the role of its Executive Secretary General by establishing a clear chain of command to support effective decision-making as well as timely policy response, in this context, to rationalise the posts of Chief Operating Officer and Managing Director in charge of Administration, to reduce and simplify the hierarchical structure of the Managing Directorates, to clearly define the relevant competences within the management structure of the EEAS, and to review the current structure based on the Corporate Board, with a view to achieving efficiency, clarity and coherence in decision-making; in the same spirit, to ensure that the HR/VP receives political advice, for instance through a Political Council, from all the relevant institutional actors, thus allowing him/her to assess the impact of actions to be undertaken by the EEAS;
3. à la lumière de ce qui précède, simplifier la structure de commandement du SEAE et renforcer le rôle de son secrétaire général exécutif en établissant une chaîne de commandement claire favorisant une prise de décisions efficace et des réactions rapides sur le plan politique; dans ce contexte, rationaliser les fonctions de Directeur des opérations et de Directeur général administratif, et réduire et simplifier la structure hiérarchique des directions générales, définir clairement les compétences au sein de la structure de direction du SEAE, et revoir la structure actuelle reposant sur le conseil d'administration, afin d'assurer l'efficacité, la clarté et la cohérence du processus décisionnel; dans le même esprit, veiller à ce que la HR/VP reçoive des avis politiques, par exemple par l'intermédiaire d'un Conseil politique, de l'ensemble des acteurs institutionnels concernés, lui permettant d'évaluer l'incidence des actions entreprises par le SEAE;

(i) the chief executive officer is the only executive officer to belong to the management body in its supervisory function, and a non executive director of the management body in its supervisory function is in charge of corporate governance; or

Therefore, there are several components of the orientation and continuous learning program for agency heads that do not apply to the chief executive officers of crown corporations (1640) The Privy Council and the Treasury Board Secretariat have tailored a two day orientation session on corporate governance for newly appointed chief executive officers and directors of crown corporations. These sessions focus on: duties and responsibilities of directors; values and ethics; principles of corporate governance; and public policy environment and accountability framework for crown corporations.

10. Expects the Commission to include in the proposal for revision of the Financial Regulation provisions which require the Accounting Officer to certify the accounts, e.g. on the basis of systemic validations or spot checks; considers that the Accounting Officer must be upgraded to Chief Financial Officer (CFO), assuming the role of the management's institutional counterweight to its 39 services, and that his current role, in which he merely gives a very formal validation of information received from the Directors-General without being free to make his own qualifications where required (Financial Regulation, Article 61), is contrary to the aim of the financial management reform;

Informs the Commission that it cannot accept any purely cosmetic improvement as regards the Accounting Officer's role; expects the Financial Regulation to include a requirement of a declaration from the Chief Financial Officer in which he, on his own account and not on the basis of information received from the Directors-General - declares that the accounts present a true and fair view and that the underlying transactions are legal and regular;
