In Afghanistan I am told that 70 per cent of those are crank calls, but if 30 per cent of those 1,000 calls are legitimate about police malfeasance, it is a starting point for the leadership to begin to address how the police can communicate and work with people who are the same ethnicity, same tribe and in many cases the same community but to demonstrate that there is an institution working for their welfare.
