I think, because the government doesn't understand that consultation means a two-way communication—send and receive—and because the government has refused to listen to Wendy Grant-John or to any of the overwhelming negative responses to this bill, and because of the debacle last week, to those of us on this side who have had experience on the Committee for Aboriginal Affairs and Northern Development it's very clear that sending a bill of this complexity to this committee that has no experience with legislation and no experience, expertise, or even cultural sensitivity to first nations, Inuit, and Métis people in Canada. Therefore I would like to move this morning:

However, a document submitted by his deputy minister to the Standing Committee on Canadian Heritage shows that the opposite is true: grants and contributions for arts and culture decreased by 7% in 2010-11.

The Committee on Culture appears to have interpreted the maintenance of degressivity on the part of the Committee on Budgets as a kind of punishment of these associations when in reality it promotes – together with co-financing, as I said earlier – their establishment in the future, since nowhere is it written that these grants should be awarded ad eternum.

Following consultation of the Committee referred to in Article 5(1) of the Decision, the Community will grant support for the implementation of cultural Cooperation Agreements.

Each year the Community will support (particularly through grants, seminars and congresses, studies and measures to increase awareness) cooperation projects which originate with cultural operators from several Member States and other participating States on the basis of priorities defined after consultation of the Committee referred to in Article 4 of the Decision.
