Since the Commission was informed of Dell’s strategy concerning the existence of two sites, when the prospect of choosing between them presented itself, I believe that a more proactive strategy by the Commission should have led to a negotiation with Dell aimed at the transformation of the Irish site, given that the company’s strategy has been to turn a site manufacturing desktop computers, such as existed in Ireland, into a site manufacturing laptop computers, such as currently exists in Poland.
La Commission ayant été avertie de la stratégie de Dell sur l’existence de deux sites, lorsque le cas de figure d’une situation alternative entre ces deux sites s’est présenté, il me semble qu’une stratégie plus proactive de sa part aurait dû conduire à une négociation avec l’entreprise Dell pour une transformation du site en Irlande, étant entendu que la stratégie de l’entreprise a été de transformer un site d’ordinateurs de bureau, tel qu’il existait en Irlande, en un site d’ordinateurs portables, tel qu’il est actuellement installé en Pologne.
