Therefore, and given the continuing relatively low average rate of utilization of capacity for the production of the fibres within the EEA - and in the absence of any alternative means of control - the Commission considered that there were not at this time clear grounds for simply discontinuing the application of specific provisions to control State aid to this industry by allowing the Code to lapse.
