Since the introduction of the Code, the Commission has interpreted it consistently as applying to all proposals to award such aid regardless of whether the support for production would be direct or indirect, ie of activities downstream of production such as the processing or commercialisation of fibres and yarns produced within the EEA by the aid beneficiary or an affiliated company to produce secondary or final products.
