In case Norway, Iceland, Switzerland or Liechtenstein do not accept an act amending or building upon the Dublin/Eurodac acquis, the "guillotine" clause is applied and the respective agreements will be terminated, unless the Joint/Mixed Committee established by the agreements decides otherwise by unanimity.

1. A meeting of Co-Presidents, Co-Vice-Presidents and Co-Rapporteurs of the three Working Committees of the Euro-Arab Dialogue took place in Lisbon on 20-21 April. 2. The purpose of the Lisbon meeting, the first meeting in the framework of the Dialogue since June 1990, was to bring together the office- holders of the Economic, Technical and Social and Cultural working committees to ensure that when the working committees begin their work they will be fully familiar with, and will fully reflect in their work, the reformed structures and reformed procedures of the Dialogue decided at the Ministerial meeting in Paris in December, 1989 and at the General Committee meeting in Dublin in June, 1990.

L'objectif de la réunion de Lisbonne, la première dans le cadre du dialogue depuis juin 199O, était de réunir les chefs des comités de travail économique, technique, social et culturel afin d'assurer que lorsque les comités de travail entameront leurs activités ils seront parfaitement familiarisés avec les structures et les procédures réformées du dialogue arrêtées à la réunion ministérielle à Paris en décembre 1989 et lors de la réunion du comité général à Dublin en juin 199O, et que cela transparaîtra dans leurs travaux.
