Whereas, pursuant to subsection 164(3) of the Customs ActFootnote , a copy of proposed Regulations respecting the licensing of customs brokers, substantially in the form annexed hereto, was published in the Canada Gazette Part I on May 10, 1986 and a reasonable opportunity was thereby afforded to interested persons to make representations to the Minister of National Revenue with respect thereto;

Moreover, it is entirely inappropriate that business and EU consumers should be forced to use someone from a monopolistic trade such as a licensed broker if they wish to clear goods through customs.

However, where the original is lost or has become unusable, a copy duly authenticated and appropriately identified by the issuing body may be presented to the licensing authority and the competent customs authority.
