Hopes that those responsible for the assassination of Benazir Bhutto are identified and held responsible as soon as possible; notes the worsening human rights situation in Pakistan throughout 2007, including in particular the threats to the independence of the judiciary and the freedom of the media; with that in mind, condemns the defamation campaign against Iftikhar Mohammad Choudhry, former Chief Justice of Pakistan, as well as the fact that he has been removed from office and placed under house arrest; calls on the Council and the Commission to support the movement for democracy started by the judiciary and the bar, particularly by extending invitations to some of their representatives, including Mr Choudhry; calls for the reinstitution of all deposed judges; notes the adoption of a new Country Strategy Paper for Pakistan and welcomes the mainstreaming of conflict prevention and human rights throughout that document; notes that the first meeting of the European Community-Pakistan Joint Commission was held in Islamabad on 24 May 2007 and stresses the need for human rights to be at the forefront of the agenda for all subsequent meetings;

The Parties are committed to engage in a comprehensive dialogue on migration management within the framework of the Joint Commission to be established under the EC — Pakistan Third Generation Cooperation Agreement. This dialogue will include visa policies, with a view to facilitating people-to-people exchanges.

Urges the Council and the Commission to take a firm stand on upholding all the principles enshrined in the Cooperation Agreement, in particular the democracy and human rights clause; welcomes the ministerial meeting of 8 February and the meeting of the Pakistan-EC Joint Commission of 24 May as positive steps in strengthening the relations between the EU and Pakistan; underlines that the relationship between the EU and Pakistan is based on the principles enshrined in the Cooperation Agreement: a commitment to democracy, peace and stability, development, the enhancement of trade links, including in South Asia through regional cooperation, and respect for human rights; calls for an intensive political dialogue on these matters;
7. invite instamment le Conseil et la Commission à adopter une position ferme sur le respect de tous les principes inscrits dans l'accord de coopération, en particulier en ce qui concerne la clause sur la démocratie et les droits de l'homme; se félicite de la réunion ministérielle du 8 février et de la réunion de la commission mixte Pakistan-CE du 24 mai dernier, en quoi il voit des étapes positives dans le renforcement des relations entre l'UE et le Pakistan; souligne que les relations entre l'UE et le Pakistan sont fondées sur les principes inscrits dans l'accord de coopération: l'attachement à la démocratie, à la paix et à la stabilité, le développement, le renforcement des liens commerciaux, y compris en Asie du Sud, au travers de la coopération régionale, et le respect des droits de l'homme; invite à un dialogue politique intense sur ces sujets;

5. The Parties agree that it shall also be the task of the Joint Commission to ensure the proper functioning of any sectoral agreements concluded or to be concluded between the Community and Pakistan.
5. Les parties conviennent qu'il est également du ressort de la commission mixte de garantir le bon fonctionnement de tout accord sectoriel conclu ou à conclure entre la Communauté et le Pakistan.

During 2003 the Commission is working with the acceding countries to conclude Joint Inclusion Memoranda with each of them; a synthesis report on these will be submitted to the Spring 2004 European Council meeting, at the same time as the Joint Commission/Council report on the 2nd round of the National Action Plans for inclusion.
