On 16 July 2008, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertakings Energinet.dk (‘ENDK’, Denmark), E.ON Netz GmbH (‘ENE’, Germany), Vattenfall Europe Transmission GmbH (‘VE-T’, Germany/Sweden), Nord Pool Spot AS (‘NPS’ Norway) and European Energy Exchange AG (‘EEX’, Germany) acquire within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of a newly created joint venture — European Market Coupling Company (‘EMCC’) by way of purchase of shares.

Considers, with a view to anticipating and accompanying as effectively as possible the difficulties firms may face, that use should be made of all relevant sectoral analysis tools so as to permit the monitoring and ongoing evaluation of each sector of economic activity in Europe; welcomes, therefore, the willingness expressed in the above-mentioned communication of 31 March 2005 to give an enhanced role to the European Monitoring Centre on Change (EMCC) and stresses the need for EU citizens to have greater access to the EMCC's work;
29. estime que, pour mieux anticiper et accompagner les difficultés auxquelles peuvent être confrontées les entreprises, il convient de valoriser tous les outils permettant des analyses sectorielles pertinentes afin de pouvoir suivre et évaluer en permanence chacun des secteurs d'activités économiques en Europe; se félicite donc de la volonté exprimée dans la communication précitée du 31 mars 2005 de renforcer le rôle de l'Observatoire européen du changement (EMCC) et souligne la nécessité d'un meilleur accès aux travaux de celui-ci-ci par les citoyens de l'Union;

27. The European Monitoring Centre on Change (EMCC), which specialises in the exchange of practices, information and ideas on anticipating and managing change, could also help to monitor changes in the European economy.
