Emphasises the importance of cooperation in the promotion of energy efficiency, renewables and high nuclear safety standards worldwide, and welcomes the continued coordination of energy-efficient labelling programmes for office equipment and cooperation on the development of energy technologies (new EU-US Energy Star agreement), and to explore the possible extension of this coordination (‘energy star’) to other energy-labelling schemes;

Welcomes the signing of a new Energy Star Agreement with the United States establishing common energy efficiency standards for office equipment, and particularly the inclusion in the implementing regulation of a mandatory public procurement provision; urges the Commission to take forward negotiations on extending the scope of EU-US Energy Star cooperation to other products, in line with the commitment made at the EU-US summit of 30 April 2007;

· As seen from the US experience (where federal agencies are required to purchase Energy Star qualified products) and widely acknowledged, not least by the Commission itself, if the public authorities are required to procure equipment at least as energy efficient as set in the Energy Star technical specifications, this will further boost the market towards more efficient equipment.

Products Sold with an Additional Cordless Handset: To qualify, fax machines or MFDs with fax capability that are sold with additional cordless handsets must use an ENERGY STAR qualified handset, or one that meets the ENERGY STAR Telephony specification when tested to the ENERGY STAR test method on the date the imaging product is qualified as ENERGY STAR.

(1) In compliance with Regulation (EC) No 2422/2001, the Commission should establish a European Community Energy Star Board (hereinafter referred to as the "ECESB") to carry out the EC Energy Star programme, as defined in the Agreement between the Government of the United States of America and the European Community on the coordination of energy efficient labelling programmes for office equipment(2).
(1) Conformément au règlement (CE) n° 2422/2001, la Commission doit établir un Bureau Energy Star de la Communauté européenne (ci-après dénommé "BESCE") pour mettre en oeuvre le programme communautaire Energy Star, comme indiqué dans l'accord entre le gouvernement des États-Unis d'Amérique et la Communauté européenne concernant la coordination des programmes d'étiquetage relatifs à l'efficacité énergétique des équipements de bureau(2).

Article 10a Evaluation of the Energy Star Programme The Commission shall produce and submit to the European Parliament and the Council every two years a report monitoring the energy efficiency of the office and communication technology equipment market in the European Union, giving an evaluation of the effectiveness of the Energy Star Programme and proposing, if necessary, complementary measures to the Programme.
Article 10 bis La Commission élabore et soumet tous les deux ans au Conseil et au Parlement européen un rapport rendant compte de l'efficacité énergétique du marché des équipements de bureau et de communication dans l'Union européenne, fournissant une évaluation de l'efficacité du programme Energy Star et proposant, le cas échéant, des actions en complément de ce programme.
