The EU-Africa partnership for infrastructures adopted in 2006 [2] is the reference framework for the European Union and aims in particular to develop interconnections between networks in Africa.

F. whereas initiatives that foster dialogue with Africa are welcomed, such as China-Africa and EU-Africa summits, FOCAC, the EU-Africa Partnership, the EU-African Facilities for Peace, Energy and Water and the EU-Africa Partnership on Infrastructure, the dialogues conducted under the Cotonou Agreement and any other dialogues being held between the EU or China and African organisations,

– having regard to the launch of the EU-Africa Partnership on Infrastructure (2007), which reflects the need to invest in infrastructure connections (transport, energy, water and ICT) to facilitate sustainable development,

I. whereas the EU is committed to increasing its level of Official Development Assistance (ODA) to 0,7 % of GDP by 2015 (0,56 % by 2010), and to allocate at least 50% of EU ODA to Africa; whereas EU ODA includes EUR 20 billion to Sub-Saharan Africa from the 10th European Development Fund (2008-2013); whereas the EU allocated EUR 350 million to the Africa Peace Facility and EUR 5,6 billion to the EU-Africa Partnership on Infrastructure for 2008-2013; whereas the EU is a major contributor to international peace-keeping missions in Africa, the Global Fund to fight AIDS, Tuberculosis and Malaria and other international initiatives with relevance for the development of the continent,
I. considérant que l'Union s'est engagée à faire passer son niveau d'aide publique au développement (APD) à 0,7 % du PIB d'ici 2015 (0,56 % d'ici 2010) et à verser au moins 50 % de son APD à l'Afrique; considérant que l'APD en provenance de l'Union comprend 20 000 000 000 EUR du 10 Fonds européen de développement (2008-2013) en faveur de l'Afrique subsaharienne; considérant que l'Union a alloué 350 000 000 EUR à l'instrument financier pour la paix en Afrique et 5 600 000 000 EUR au partenariat UE-Afrique pour les infrastructures pour la période 2008-2013; considérant que l'Union est un des plus importants contributeurs aux missions de maintien de la paix en Afrique, au Fonds mondial de lutte contre le sida, la tuberculose et le paludisme, ainsi qu'à d'autres initiatives internationales ayant trait au développement du continent,

Coordination on the priorities articulated by Africa (Short Term Action Plan – STAP and the NEPAD Infrastructure Project Preparation Facility — NEPAD-IPPF, 2003) could also be enhanced within the framework provided by the EU-Africa Partnership on Infrastructure.
La coordination des priorités définies par l'Afrique (plan d'action à court terme – STAP – et mécanisme de financement de la préparation des projets d'infrastructure du NEPAD — NEPAD-IPPF, 2003) pourrait également être renforcée dans le cadre instauré par le Partenariat UE-Afrique pour les infrastructures;
