Parliament started as sort of a council of advisers, some from the property classes, some from the ecclesiastical classes, and even at that time they started two important functions that we continue today.

Council Directive 93/7/EEC aims at the return of cultural objects classified as "national treasures possessing artistic, historic or archaeological value" and belonging to the categories referred to in its Annex or forming an integral part of public collections or inventories of ecclesiastical institutions, which have been unlawfully removed from the territory of a Member State on or after 1 January 1993.
La directive 93/7/CEE du Conseil vise la restitution des biens culturels classés comme «trésors nationaux de valeur artistique, historique ou archéologique» qui appartiennent aux catégories présentes dans son annexe ou qui sont parties intégrante des collections publiques ou des inventaires des institutions ecclésiastiques et qui ont quitté illicitement le territoire d'un État membre depuis le 1er janvier 1993.

(4) Directive 93/7/EEC introduced arrangements enabling Member States to secure the return to their territory of cultural objects which are classified as national treasures within the meaning of Article 36 of the Treaty, fall under the common categories of cultural object referred to in the Treaty’s Annex and have been removed from their territory in breach of the above-mentioned national measures or of Council Regulation (EC) No 116/2009 of 18 December 2008, cultural objects classified as national treasures and forming an integral part of public collections or inventories of ecclesiastical institutions but which do not fall within these common categories, and cultural goods found during illegal excavations.
(4) La directive 93/7/CEE a mis en place un système permettant aux États membres d'obtenir la restitution, sur leur territoire, des biens culturels classés "trésors nationaux" au sens de l'article 36 du traité appartenant à des catégories communes de biens culturels visées dans son annexe et qui ont quitté leur territoire en violation des mesures nationales susmentionnées ou du règlement (CE) n°°116/2009 du Conseil, du 18 décembre 2008, des objets culturels classés "trésors nationaux" qui forment partie intégrante des collections publiques ou des inventaires des institutions ecclésiastiques, mais qui n'entrent pas dans ces catégories communes, et des biens culturels provenant de fouilles illégales.

The current Council Directive 93/7/EEC was adopted to ensure the return of cultural goods classified as "national treasures possessing artistic, historic or archaeological value" and belonging to the categories referred to in its Annex or forming an integral part of public collections or inventories of ecclesiastical institutions.
L’actuelle directive 93/7/CEE du Conseil a été adoptée pour assurer la restitution des biens culturels classés comme «trésors nationaux de valeur artistique, historique ou archéologique» et appartenant à l’une des catégories visées à son annexe ou faisant partie intégrante des collections publiques ou des inventaires des institutions ecclésiastiques.

Encourages the Turkish government, following the positive step taken with the adoption of the Law on Foundations, to fulfil its commitments regarding freedom of religion by establishing, in line with the ECHR and the case-law of the European Court of Human Rights, a legal framework enabling all religious communities to function without undue constraints, in particular as regards their legal status, the training of clergy, the election of the hierarchy, religious education and the construction of places of worship; calls for protection of the religious and cultural heritage; reiterates its call for the immediate re-opening of the Greek Orthodox Halki Seminary and the public use of the ecclesiastical title of the Ecumenical Patriarch; shares the concern expressed by the Council on 24 July 2007 over the ruling of the Turkish Court of Cassation on the Ecumenical Patriarchate, and expects that this decision will not further impede the exercise by the Patriarchate and other non-Muslim religious communities of their rights guaranteed under the ECHR;
11. prie instamment le gouvernement turc, suite à la mesure positive que constitue l'adoption de la loi sur les fondations, à donner suite aux engagements qu'il a pris quant à la liberté de religion en établissant, conformément à la CEDH et à la jurisprudence de la Cour européenne des droits de l'homme, un cadre juridique permettant à toutes les communautés religieuses de fonctionner sans contraintes excessives, en particulier pour ce qui concerne leur statut juridique, la formation du clergé, l'élection de la hiérarchie, l'éducation religieuse et la construction de lieux de culte; demande la protection du patrimoine religieux et culturel; renouvelle son appel concernant la réouverture immédiate du séminaire orthodoxe grec de Halki et l'usage public du titre ecclésiastique de patriarche œcuménique; partage les préoccupations exprimées par le Conseil le 24 juillet 2007 en ce qui concerne l'arrêt de la Cour de cassation turque relatif au patriarcat œcuménique et espère que cette décision ne contrariera pas encore davantage l'exercice par le patriarcat et d'autres communautés religieuses non musulmanes de leurs droits garantis par la CEDH;
