This €140 million package takes into account the wider development impact of the crisis (including challenges in providing economic stability, food security, water and sanitation in the countries affected) and adopts an "LRRD approach" (Linking Relief, Rehabilitation and Development), seeking to build bridges between the interventions taking place during and after the emergency.

Brussels, 23 November 2011 – The European Commission is accelerating its efforts for economic renewal, with moves to address three interwoven challenges facing the EU and the euro area in particular: a divergent but generally lacklustre growth and employment performance; insufficiently coordinated and disciplined budgetary policies; and unstable sovereign debt markets suffering from a lack of liquidity The package contains four elements: the 2012 Annual Growth Survey setting out the economic priorities for the coming year; two Regulations to tighten economic and budgetary surveillance in the euro area; and a Green Paper on Stability Bonds.
Bruxelles, le 23 novembre 2011 – La Commission européenne intensifie son action en faveur du renouveau économique par des initiatives destinées à relever trois défis indissociables auxquels sont confrontées l'UE et la zone euro en particulier: la faiblesse générale - avec certes des divergences - des performances en matière de croissance et d'emploi, le manque de coordination et de discipline des politiques budgétaires et l'instabilité des marchés de la dette souveraine souffrant d'un manque de liquidité. Le paquet contient quatre éléments: l'examen annuel de la croissance 2012 fixant les priorités économiques pour l'année à venir, deux règlements visant à renforcer la surveillance économique et budgétaire dans la zone euro et un livre vert sur les obligations de stabilité.
