2. This information shall include a cost breakdown related to the previous year and a forecast for the following year.
2. - The EU’s surveillance framework should include employment and social aspects, in addition to those of general economic and financial nature. Article 148 of the Treaty on the Functioning of the European Union (TFEU) should therefore be added as a legal base in the preventive part of the surveillance framework, and the relevant Regulation should address the prevention and correction of macroeconomic as well as of social imbalances on an equal basis. This way, a more integrated economic and social approach will be ensured.

The Semester shall, inter alia, consist of the multilateral surveillance of the stability and convergence programmes as under this Regulation, the prevention and correction of macroeconomic and social imbalances under Regulation (EU) No ./2011, the excessive deficit procedure under Regulation (EC) No 1467/97 and the formulation of the broad guidelines for the economic policies of the Member States and of the Union in accordance with Article 121(2) TFEU and the guidelines for the employment policies that Member States shall take into account in accordance with Article 148(2) TFEU, the implementation of those guidelines, and the annual policy orientations deriving from the annual economic and social summit within the framework of the strategy the Union defines.

The Commission shall, before implementing the actions provided for in this Regulation, draw up a list of priorities and refer its indicative programme to the committee referred to in Article 7 and the bodies set up by the EU-Turkey Association Agreement and the acts adopted on the basis thereof, and notably the Joint Parliamentary Committee and the EU-Turkey Joint Economic and Social Committee.
La Commission, avant de mettre en oeuvre les actions prévues au présent règlement, établit une liste des priorités et saisit de sa programmation indicative le comité prévu à l'article 7, ainsi que les organes institués par l'accord d'association UE-Turquie et par les actes adoptés sur sa base, et notamment la commission parlementaire mixte et le comité économique et social mixte UE-Turquie.
