3. To this end the cooperation will concentrate, in particular, on economic and social development, human resources development, support for enterprises (including privatisation, investment and development of financial services), agriculture and food (including food security), energy (including hydro-electricity), water management and civil nuclear safety, health and the fight against poverty, transport, postal services, electronic communications, tourism, environmental protection, cross-border activities and regional cooperation.
3. Companies face challenging questions, including how to identify where their areas of responsibility lie as distinct from those of governments, how to monitor whether their business partners are complying with their core values, and how to approach and operate in countries where human rights violations are widespread. The European Union itself has an obligation in the framework of its Co-operation policy to ensure the respect of labour standards, environmental protection and human rights and is confronted with the challenge of ensuring a full coherence between its development policy, its trade policy and its strategy for the development of the private sector in the developing countries notably through the promotion of European investments.
Les entreprises sont confrontées à des questions épineuses: comment identifier les circonstances dans lesquelles leur domaine de responsabilité se distingue de celui des gouvernements, comment surveiller le respect de leurs valeurs fondamentales par leurs partenaires commerciaux, quelles doivent être leur approche et leur méthode de travail dans des pays où les droits de l'homme sont fréquemment bafoués- L'Union européenne même a l'obligation, dans le cadre de sa politique de coopération, de veiller au respect des normes de travail, de la protection de l'environnement et des droits de l'homme, et doit relever le défi que lui pose la nécessité de garantir une pleine cohérence entre sa politique de développement, sa politique commerciale et sa stratégie d'expansion du secteur privé dans les pays en voie de développement, notamment en promouvant les investissements européens.

Following the example set by the other members of the WTO, the Commission considers that the Community is entitled to prescribe the level of protection, notably as regards environmental protection and human, animal and plant health, that it considers appropriate.
La Commission considère qu'à l'instar des autres Membres de l'OMC, la Communauté dispose du droit d'établir le niveau de protection, notamment en matière de protection de l'environnement et de santé humaine, animale ou végétale qu'elle estime approprié.
