Underlines that environmental research and innovation finds its centre of gravity in Horizon 2020's: "Climate action, environment, resource efficiency and raw materials", which has the objective of achieving a resource efficient and climate change resilient economy and society, protecting and sustainably managing natural resources and ecosystems and ensuring a sustainable supply and use of raw materials, in order to meet the needs of a growing global population within the sustainable limits of natural resources and eco-systems;

Recalls that exceptions from and limitations to copyright are a key aspect of the copyright system and that a notable contribution to economic growth, innovation, and job creation in the EU is generated by institutions relying on such exceptions and limitations; calls on the Commission to propose a harmonised framework for exceptions and limitations in order to address the fragmented market, improve legal security and foster cross-border accessibility of copyright content, to allow equal access to cultural diversity across the EU, and to conform to consumer expectations; recalls that when Member States provide for exceptions and limitations, they should ensure that they do not conflict with a normal exploitation of the work or subject-matter and do not unreasonably prejudice the legitimate interests of the rightholder; calls for a reassessment of exceptions for research and education purposes, which should cover educational and research activities linked to an educational establishment or institution recognised by national authorities or legislation or within the purview of an educational or research programme; urges the Commission to identify ways in which public and research libraries can lend books to the public in digital formats for personal use, irrespective of place of access and ensuring a fair remuneration for rightholders;

With regard to the second part of the Honourable Member's question, the Commission can confirm that it does not see an active role of the European Institute of Technology in an European Innovation Voucher System or similar instruments providing small grants to SMEs for limited research and development tasks.

Points out that the rules governing corporate governance are generally designed to maintain a duality of power within the collegiate decision-making body by distinguishing between management and supervisory functions so as to limit conflicts of interest but stresses that non-executive structures may, besides their monitoring task, also have vital advisory, mediating and networking functions, and a particular role in linking up with societal demands and general interest. These rules are also designed to strengthen the role and rights of shareholders, in particular through better information and financial transparency. However, the recent financial scandals and the way they have affected the system as a whole offer grounds for a broader approach to matters of corporate governance; requests therefore that, in addition to the interests of institutional or individual shareholders, which are dealt with in depth in the communication, the Commission should take explicit account of the interests of all other stakeholders (employees, creditors, clients, suppliers, etc.) in the various proposals it will be submitting as part of its action plan, giving particular weight to the principle of corporate social and environmental responsibility; emphasises that decent structures and practices of information and consultation of workers form an indispensable part of European corporate governance and is of the opinion that all European company law directives should contain obligations for information and consultation of employee representatives where major decisions are at stake for the continuity of firms and jobs.
