This Communication proposes to establish a Global Climate Change Alliance (GCCA) between the EU and poor developing countries most vulnerable to climate change, in particular the LDCs and SIDS, and outlines the objectives and functioning of the initiative.[5] The Alliance will provide for a platform for dialogue and exchange as well as practical cooperation to tackle the combined challenge of the fight against poverty and climate change, in support of the international negotiations on a post-2012 climate change agreement and the adoption of effective action at national level.

At those meetings, an examination of this proposal resulted in the Consultative Working Party’s establishing by common accord that, in order for the substantive change proposed by the Commission (consisting of a proposed replacement of a secondary legal base with the ordinary legislative procedure) to be correctly presented in the draft recast text, in Article 6(2) in place of the words "the European Parliament and the Council, acting on a proposal from the Commission" it would have been appropriate that the following wording be used: "the European Parliament and the Council, acting in accordance with the ordinary legislative procedure and after consulting the Economic and Social Committee".

8. Proposes that the collective and individual rights of workers be reinforced by evaluating and revising the directives on collective redundancies (75/129/EEC, amended by Directive 92/56/EEC), transfers of undertakings (77/187/EEC) and insolvency (80/987/EEC), in order to strengthen workers' rights with regard to industrial change; proposes a directive establishing high minimum standards of protection against unwarranted individual dismissal;

At least six months before a modification is implemented, the Member States concerned shall jointly notify the Commission of the proposed changes and provide information supporting the changes, updating as appropriate the information provided for the establishment of the functional airspace block.
