As regards CFSP expenditure which is charged to the general budget of the European Communities in accordance with Article 28 of the Treaty on European Union, the institutions will endeavour, in the conciliation procedure provided for in Annex II, Part C, and on the basis of the preliminary draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the Community budget and on the distribution of this amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point.

(9) Council Decision 2001/792/EC, Euratom of 23 October 2001 establishing a Community mechanism to facilitate reinforced cooperation in civil protection assistance interventions provides for the deployment of civil protection specialists to third countries in response to natural or man-made disasters. The Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on Reinforcing the Civil Protection Capacity of the European Union identifies the need for funds to be mobilised rapidly in support of such actions.

Such an approach is all the more unacceptable because it is backed by a Community budget that is cutting funds intended for developing countries, because in Monterrey, the EU produced nothing more than a grotesque commitment to allocate only 0.39% of its GDP to public development aid until 2006 – instead of the 0.7% set internationally a considerable time ago; because the policies established at the WTO are not benefiting the poorest countries. This has led to the gap between the richest and poorest countries growing, to encompass a further 100 million poor people.
Cette orientation est d’autant plus inacceptable qu’elle s’accompagne d’un budget communautaire qui réduit les montants destinés aux PVD. À Monterrey, l’UE n’a pas été au-delà d’un compromis ridicule visant à consacrer seulement 0,39 % de son PIB à l’aide au développement, jusqu’à 2006 - au lieu des 0,7 % prévus au niveau international il y a très longtemps déjà. Elle est inacceptable parce que les politiques développées au sein de l’OMC ne servent pas les pays les plus pauvres, de sorte que le fossé entre les pays riches et les pays pauvres s’est creusé au cours des dix dernières années, pour produire 100 millions de pauvres supplémentaires.

(2) In order to guarantee a certain degree of consistency in these rules compared with Regulation (EC, Euratom) No 1605/2002 (hereinafter "the general Financial Regulation") and pursuant to Article 185(1) of that Regulation, this framework Financial Regulation must lay down the rules governing the establishment, implementation and scrutiny of the budget of the said Community bodies which actually receive grants charged to the Community budget (hereinafter "Community bodies").
(2) Afin de garantir une certaine homogénéité de cette réglementation par rapport au règlement (CE, Euratom) n°1605/2002 (ci-après dénommé "le règlement financier général") et en application des dispositions de l'article 185, paragraphe 1, de celui-ci, le présent règlement financier-cadre doit fixer les règles qui encadrent l'établissement, l'exécution et le contrôle du budget desdits organismes communautaires qui reçoivent effectivement une subvention à la charge du budget communautaire (ci-après dénommés "organismes communautaires").

As shadow rapporteur for the European People's Party in the Committee on Employment and Social Affairs, I welcomed the Council's decision to establish a Community Action Plan to fight discrimination. I feel that the great step taken towards consolidating the new powers conferred by Article 13 of the Treaty establishing the European Community in order to fight this very phenomenon of discrimination is satisfactory.
En tant que rapporteur pour le Parti populaire européen au sein de la commission de l'emploi et des affaires sociales, j'ai accueilli favorablement la décision du Conseil de mettre en œuvre un programme d'action communautaire de lutte contre la discrimination ; j'estime satisfaisant le grand pas en avant réalisé dans le sens d'un renforcement des nouveaux pouvoirs conférés par l'article 13 du traité sur l'Union pour lutter vraiment contre le phénomène de la discrimination.

4. The establishment of the proposed Joint Consultative Committee does not have any financial impact on the Community budget, the Slovak participants being responsible for their own expenses and the expenses on the Community side being covered by the budget of the Committee of the Regions.
