Work continued on the establishment of a comprehensive European health and environment information system, constituting an important contribution to the European Environment and Health Action Plan 2004-2010 [17] and a mid-term review foreseen in 2007 on the implementation of the conclusions of the 2004 Budapest Ministerial Conference on Environment and Health.

7. An important international process was launched in Frankfurt in 1989 when Environment and Health Ministers of the European region of the World Health Organisation adopted the European Charter on Environment and Health; and the Helsinki (1994) and London (1999) declarations identified further action, in particular the National Environmental Health Action Plans (NEHAPs) developed by most Member States and Acceding Countries.

In spring 2004 a major stakeholder conference was held to define the action plan for 2004-2010, which set out the goals and action for the first cycle as the Commission's contribution to the Fourth Ministerial Conference on Environment and Health in Budapest held in June 2004.
