The Council adopted the first annual report of the Council on the implementation of Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents (doc.7957/03).

The Council adopted the Decision adding to its Rules of Procedure the specific provisions for the implementation, from 3 December 2001, of Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents (13465/01).
