IN-CONTEXT TRANSLATIONS

Since the objective of this Regulation, namely to establish a European Union Agency for Network and Information Security for the purpose of contributing to a high level of network and information security within the Union and in order to raise awareness and develop and promote a culture of network and information security in society for the benefit of citizens, consumers, enterprises and public sector organisations in the Union, thus contributing to the establishment and proper functioning of the internal market, cannot be sufficiently achieved by the Member States and can therefore be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
Étant donné que l’objectif du présent règlement, à savoir instituer une Agence de l’Union européenne pour la sécurité des réseaux et de l’information en vue de contribuer à un niveau élevé de sécurité des réseaux et de l’information dans l’Union, et en vue de sensibiliser la société et de favoriser l’émergence et promouvoir, dans la société, une culture de la sécurité des réseaux et de l’information, dans l’intérêt des citoyens, des consommateurs, des entreprises et des organismes du secteur public de l’Union, contribuant ainsi à l’établissement et au bon fonctionnement du marché intérieur, ne peut pas être atteint de manière suffisante par les États membres et peut donc être mieux atteint au niveau de l’Union, celle-ci peut prendre des mesures conformément au principe de subsidiarité consacré à l’article 5 du traité sur l’Union européenne.

(2) Article 45 of the Treaty on the Functioning of the European Union ('Treaty') lays down the freedom of movement for workers within the Union, while Article 46 thereof sets out the measures to bring about this freedom, in particular by ensuring close cooperation between the public employment services. A network of PES established under this Decision ('the Network') should , in addition to the general aspects of geographical mobility, cover a wide range of objectives and initiatives by way of incentive measures designed to improve cooperation between Member States in the field of employment.

This was not the intention of the promoters of a statute for the European political parties as formulated by Parliament in its resolution of 6 April 2011: " .is convinced that authentic legal status for the European political parties and a legal personality of their own, based directly on the law of the European Union, will enable the European political parties and their foundations to act as representative agents of the European public interest" (paragraph 8).

Where the President is satisfied that the budget has been adopted in accordance with the provisions of Article 314 of the Treaty on the Functioning of the European Union, he shall declare in Parliament that the budget has been definitively adopted. This would provide a model of efficiency for using European public money.

The Ombudsman disagreed, on the grounds that the second paragraph of Article 1 of the Treaty on European Union, the very first article of the Common Provisions underlying the European Union, applies to the Council. Although Article 207 (3) of the EC Treaty provides for the Council to adopt its own Rules of Procedure, it does not provide that the degree to which its legislative meetings should be open to the public should be regarded as a political choice and left to its discretion.
