13. appelle la Fondation euro-méditerranéenne Anna Lindh, institution de l'Union pour la Méditerranée, à jouer d'urgence un rôle actif dans la mobilisation de la société civile de la région Euromed pour y promouvoir la citoyenneté, la participation, les droits de l'homme et la démocratie par le biais du dialogue et des échanges entre la jeunesse des pays partenaires européens et méditerranéens, en particulier des pays arabes;

guarantee that the EED plays a synergetic and complementary role relative to the work undertaken by the EU institutions, including the European Parliament, and the Member States, their agencies, and the foundations they fund, while working closely with them, creating partnerships and avoiding duplication; seek complementarity and close coordination with the Anna Lindh Foundation, particularly in order to promote democracy in the Mediterranean;

On 17 July 1998 the Council adopted Regulation (EC) No 1572/98 amending Regulation (EEC) No 1360/90 with a view to including in the activities of the European Training Foundation the Mediterranean non-member countries and territories which are beneficiaries of the financial and technical measures to accompany the reform of their economic and social structures pursuant to Council Regulation (EC) No 1488/96 of 23 July 1996 on financial and technical measures to accompany (MEDA) the reform of economic and social structures in the framework of the Euro-Mediterranean partnership

23. Reaffirms the strategic importance of the Mediterranean for the European Union and supports the recent establishment of the Euro-Mediterranean Parliamentary Assembly and the Euro-Mediterranean Foundation for the Dialogue of Cultures and the reinforcement of the Euro-Mediterranean Facility for Euro-Mediterranean Investment and Partnership; hopes that this facility will soon be transformed into an EIB subsidiary;
23. réaffirme l’importance stratégique de la région méditerranéenne pour l’Union européenne et soutient la récente création de l’Assemblée parlementaire euroméditerranéenne, la création de la Fondation euroméditerranéenne pour le dialogue entre les cultures et le renforcement de la facilité euroméditerranéenne d’investissement destinée aux pays partenaires méditerranéens; espère que cette Facilité sera bientôt transformée en filiale de la BEI;

(16) In the light of the scope of this Regulation, consequent changes will need to be made to Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE)(7), to Council Decision 97/256/EC of 14 April 1997 granting a Community guarantee to the European Investment Bank against losses under loans for projects outside the Community (Central and Eastern European countries, Mediterranean countries, Latin American and Asian countries, South Africa, the Former Yugoslav Republic of Macedonia and Bosnia and Herzegovina)(8), to Council Decision 1999/311/EC adopting the third phase of the trans-European cooperation scheme for higher education (Tempus III) (2000 to 2006)(9) and to Council Regulation (EEC) No 1360/90 of 7 May 1990 establishing a European Training Foundation(10).
(16) Vu la portée du présent règlement, il convient de modifier en conséquence le règlement (CEE) no 3906/89 du Conseil du 18 décembre 1989 relatif à l'aide économique en faveur de certains pays de l'Europe centrale et orientale(7), la décision 97/256/CE du Conseil du 14 avril 1997 accordant une garantie de la Communauté à la Banque européenne d'investissement en cas de pertes résultant de prêts en faveur de projets réalisés à l'extérieur de la Communauté (pays de l'Europe centrale et orientale, pays méditerranéens, pays d'Amérique latine et Asie, Afrique du Sud, ancienne République yougoslave de Macédoine et Bosnie-et-Herzégovine(8), la décision 1999/311/CE du Conseil du 29 avril 1999 portant adoption de la troisième phase du programme trans-européen de coopération pour l'enseignement supérieur (Tempus III) (2000-2006)(9), et le règlement (CEE) no 1360/90 du Conseil du 7 mai 1990 portant création d'une Fondation européenne pour la formation(10).

I had the honour of being the leader of the European Parliament delegation, and I have to say that the debate at the Conference was fierce and there were some very difficult moments, but the agreement on the action plan and – called for, of course, by the European Parliament – the endorsement of the idea of the Euro-Mediterranean Parliamentary Assembly and the Foundation for intercultural dialogue are certainly achievements: on the basis of all this, we can say that, despite the tragic situation in the Middle East, it may well be possible for things to go a little better after Valencia. In any case, the foundations have been laid for reinvigoration of the cooperation process in the Mediterranean region.
J'ai eu l'honneur de conduire la délégation du Parlement européen et je dois dire que la conférence a été le lieu d'un débat intense, par moments très difficile, mais l'adhésion au programme d'action et - le Parlement européen le souligne évidemment - l'approbation de l'idée de l'Assemblée parlementaire et de la Fondation pour le dialogue interculturel constituent certainement des victoires. Tout cela nous incite à dire que, malgré la situation tragique au Proche-Orient, il se pourrait qu'après Valence les choses aillent un peu mieux. On y a toutefois jeté les bases de la relance du processus de coopération dans le bassin méditerranéen.
