Finally, the amendments proposed by the ECB allow for the transmission of confidential statistical information by the European System of Central Banks (ESCB) to authorities and bodies of the Member States and the Union responsible for the supervision of financial institutions, markets and infrastructures or the stability of the financial system in accordance with Union or national law and to the European Stability Mechanism (ESM) to the extent and at the level of detail necessary for the performance of their respective tasks.

(9a) In accordance with Article 9 of Regulation (EC) No 223/2009 and Article 2a of Council Regulation (EC) No 2533/98 of 23 November 1998 concerning the collection of statistical information by the European Central Bank, the ESS and the European System of Central Banks (ESCB) cooperate closely to ensure complete and coherent European statistics produced by the two statistical systems in their fields of competence in accordance with their respective work programmes.
(9 bis) Conformément à l'article 9 du règlement (CE) n 223/2009 et à l'article 2 bis du règlement (CE) nº 2533/98 du Conseil du 23 novembre 1998 concernant la collecte d'informations statistiques par la Banque centrale européenne, le SSE et le Système européen de banques centrales (SEBC) coopèrent étroitement pour garantir des statistiques européennes complètes et cohérentes, produites par les deux systèmes statistiques dans leurs domaines de compétence respectifs selon leurs programmes de travail respectifs.

Before requesting information in accordance with this Article and in order to avoid the duplication of reporting obligations, the Authority shall take account of any relevant existing statistics produced and disseminated by the European Statistical System and the European System of Central Banks.

(8a) The measures for the collection of information set out in this Regulation are necessary for the performance of the tasks of the ESRB and should be without prejudice to the legal framework of the European Statistical System (ESS) and the European System of Central Banks (ESCB) in the field of statistics.

The European Commission today adopted a Communication to the Council and the Parliament defining a strategy to improve the governance of the European system of fiscal statistics.

Findings are mainly based on the latest set of data from ESSPROS, the European system of integrated social protection statistics, which offers the most complete comparable statistics on social protection expenditure in the EU.

Mr Flynn underlined some practical suggestions, contained in the Memorandum, to close the pay gap, including : - Improving data on women and pay. Member States are requested to improve the collection and quality of basic data and greater pay discrimination and occupational segregation to expose the extent of the problem. Eurostat, the European Communities' Statistical Office, could help in this regard. - Improving information about the law. It is proposed to encourage research, seminars and conferences on pay systems and their impact on the gap in earnings and to improve the dissemination of information on significant legal cases. - Improving training. Attention should be given to the need to organise better training for employers, employees' organisations, unions and professionals, both at the Community level and in Member States. - A Code of Practice. The Memorandum expands upon a suggestion which the Commission has made in its Green Paper on Social Policy with regard to drafting a Code of Practice on equal pay for employers, employees and unions.
M. Flynn a souligné quelques idées pratiques contenues dans le mémorandum et visant à combler l'écart entre les salaires notamment: - l'amélioration des données sur les femmes et leurs rémunérations: il est demandé aux Etats membres d'améliorer la collecte et la qualité des données de base sur la discrimination sexuelle en matière de salaire et la ségrégation professionnelle, afin d'exposer l'étendue du problème; - l'amélioration de l'information sur la législation: il est proposé d'encourager la recherche, les séminaires et les conférences sur les systèmes de rémunération et leur impact sur l'écart des salaires, et d'améliorer la diffusion de l'information sur les cas juridiques intéressants; - l'amélioration de la formation: il faut tenir compte de la nécessité de mieux d'organiser une meilleure formation pour les employeurs, les organisations de travailleurs, les syndicats et les professionnels, aussi bien au niveau de la Communauté qu'au niveau des Etats membres; - un Code de bonnes pratiques: le mémorandum reprend une suggestion faite par la Commission dans le Livre vert sur la politique sociale, à savoir l'élaboration d'un code de pratique sur l'égalité des rémunérations, destiné aux employeurs, aux travailleurs et aux syndicats.

PROGRESS REPORT ON STATISTICS With a view to a substantive debate at its forthcoming meeting on 19 June the Council took note of the progress made on the four economic-statistics proposals, namely those for - a Regulation on a European system of national and regional accounts in the European Community; - a Regulation on harmonized consumer price indices; - the amendment of Council Decision 91/115/EEC establishing a committee on monetary, financial and balance of payments statistics; - a Regulation on Community action in the field of statistics.
ETAT DES TRAVAUX EN MATIERE DE STATISTIQUES Dans la perspective d'un débat quant au fond lors de sa prochaine session du 19 juin, le Conseil a pris acte de l'état des travaux des quatre propositions en matière de statistiques économiques, à savoir les propositions - de règlement relatif au système européen des comptes nationaux et régionaux dans la Communauté européenne ; - de règlement relatif aux indices des prix à la consommation harmonisée ; - de modification de la décision du Conseil 91/115 (CEE) instituant un Comité des Statistiques monétaires, financières et de balance des paiements ; - de règlement relatif à l'action de la Communauté dans le domaine de la statistique.
